The first verse lists what a nirukta rests on. It arises from many nouns. It is backed by the lexicon (nighaṇṭu) and by grammatical derivation (nigama). It ties the action-meaning of the root to its kārakas, the factors that bring the action about. And it is proved by settled doctrines of several kinds. These four features are the sentence still waiting for its verb, which the next verse supplies.
जो निरुक्त अनेक संज्ञा-शब्दों के आश्रय पर उत्पन्न हो, निघण्टु (कोश) और निगम (वैदिक वचन) से युक्त हो, धातु के अर्थ तथा उसके कारकों से संयुक्त हो, और नाना सिद्धान्तों से सिद्ध किया गया हो — ऐसे लक्षण की बात यहाँ की जा रही है।

Now the verb arrives. Where a concise indicator of the meaning is set in place — here, by stating the verbal root's sense — that is what the tradition calls a nirukta, an etymological definition. So a nirukta is a short statement that fixes a word's meaning by grounding it in a verbal root.
जिस वचन में अर्थ को समास के रूप में संक्षेप से सूचित करके स्थापित कर दिया जाता है, और यह धातु के अर्थ के कथन के द्वारा किया जाता है — उसी को निरुक्त कहते हैं।
nirukta — the Vedāṅga discipline of etymological explanation (associated with Yāska); here, a word-meaning settled by testing the word and its sense, not merely stipulated.
निरुक्त — व्युत्पत्ति द्वारा शब्दार्थ के निर्वचन का वेदाङ्ग (यास्क से सम्बद्ध); यहाँ वह शब्दार्थ जो शब्द और उसके अर्थ की परीक्षा करके निश्चित किया गया हो, केवल संकेत (मनमाने नियम) से नहीं।

Take the meaning you want to define — one meaning, even though it turns up scattered across many separate cases. The word that points to it concisely is the definition. When that word is set up in the presence of a matching objection-and-resolution, you have a nirukta in its examination form. So 'nirukta' here is not a bare label but a meaning earned through testing.
'समास से' का अर्थ है संक्षेप से। जो अर्थ अनेक व्यक्तियों के भेद से भिन्न है और लक्षित किया जाना है, उसका जो सूचक लक्षण-रूप अर्थ है — वह जहाँ आक्षेप और प्रतिसमाधान रूप वस्तु के उपस्थित होने पर स्थापित हो जाता है, वही परीक्षा-रूप निरुक्त कहलाता है।

This is not just a paribhāṣā — a definition laid down by fiat. Instead you take the meaning apart and state the definition by raising an objection and then answering it. The testing is what makes it a nirukta and not a mere stipulation.
और यह इस प्रकार केवल परिभाषा (मनमाना संकेत) नहीं है। किन्तु इस अर्थ का विभाजन करके, आक्षेप और प्रतिसमाधान — इन दोनों के द्वारा लक्षण का कथन है।
Technical distinction. A paribhāṣā simply stipulates a sense by convention, asserted without testing — like agreeing 'from now on this token means X.' A nirukta earns the sense by examination — like proving a word means X by breaking it down and defending the derivation against an objection. Only the latter is at issue here.
यहाँ भेद तकनीकी है। परिभाषा तो बिना परीक्षा किये केवल संकेत से अर्थ नियत कर देती है — मानो 'आज से यह शब्द इसका वाचक होगा' ऐसा तय कर लेना। निरुक्त उस अर्थ को परीक्षा से अर्जित करता है — शब्द को खोलकर, व्युत्पत्ति को आपत्ति के विरुद्ध सिद्ध करके। यहाँ केवल यही (निरुक्त) अभिप्रेत है।

'Arising from many nouns' unpacks like this. In the defining sentence there are nouns of various kinds — the case-inflected words (subanta) that carry the meaning. Resting on those nouns, the objection and its resolution arise. That arising is what the verse's word 'nānānāmāśrayotpanna' names.
'नाना नाम' अर्थात् नाना प्रकार के जो संज्ञा-शब्द हैं — लक्षण-वाक्य में अर्थ का प्रतिपादन करने वाले सुबन्त शब्द; उनका आश्रय लेकर जहाँ आक्षेप और प्रतिसमाधान की उत्पत्ति होती है — यही 'नानानामाश्रयोत्पन्न' का अभिप्राय है।

He answers with the verse's 'nighaṇṭu-nigama-anvita.' For a word whose sense is fixed purely by convention (rūḍhi), the objection is settled by the lexicon (nighaṇṭu). For other, derivable words, it is settled by nigama — showing how the word divides into stem and suffix. So even nouns admit examination, one way for fixed words and another for derivable ones.
इसका उत्तर देते हैं — रूढ़ शब्दों में निघण्टु अर्थात् शब्दकोश के द्वारा (आक्षेप-प्रतिसमाधान होता है), और शेष (यौगिक) शब्दों में प्रकृति और प्रत्यय के विभाग का निर्धारण करके।
rūḍhi = a word whose meaning is conventional, read as a whole and not built up from its parts (like 'go' for 'cow'); opposed to a derivable (yaugika) word, whose sense is recovered from stem + affix.

The root's meaning is the action; its 'causes' are the kārakas, the factors that bring the action about. Where the establishing works out how the action and its kārakas fit together — that is what the phrase names.

All this — the fourfold nirukta and the threefold convention — is what the verse 'nānānāma…' was saying. But the whole point of nirukta, he adds, is just this: to fix a word's meaning briefly and for certain. The elaborate machinery serves one modest aim — a concise settling of the sense.
यह सब 'नानानाम' इत्यादि श्लोक (मूल १२) के द्वारा कह दिया गया। परन्तु निरुक्त का प्रयोजन तो इतना ही है — संक्षेप में शब्द के अर्थ का निश्चय कर देना।
