The dramatic vṛttis, the working styles of a play, fall into two kinds. Three of them are artha-vṛttis — styles that carry the drama through its action and meaning. The fourth is the śabda-vṛtti, the style that carries it through speech, and that one is called bhāratī.
vṛtti is a dramatic 'mode' or working style. Of the four recognized in nāṭya-śāstra, three — kaiśikī, sāttvatī, and ārabhaṭī — are grouped as artha-vṛttis (turning on action and sense) and are named in the kārikās that follow; the fourth, bhāratī, stands apart as the śabda-vṛtti, the predominantly verbal, recitative mode.

Now, for these four vṛttis, he states the fixed rule that ties each one to its own rasa. This line simply announces that topic; the assignments themselves come in the kārikās that follow.
rasa-naiyatya, from niyata 'fixed, settled': the determinate correlation between each vṛtti and the rasa (or rasas) it properly serves — spelled out from the next kārikā onward, e.g. sātvatī for śānta, vīra, adbhuta and the rest, kaiśikī for preyas, śṛṅgāra, and hāsya.

Three of the dramatic working-styles (vṛttis) are declared to be artha-vṛttis — the styles that carry a play through its action and its sense — while the fourth, called bhāratī, is the śabda-vṛtti, the style that carries it through speech. Now, for these four vṛttis, the fixed rule tying each one to its own rasa is stated.
A defining kārikā: it sorts the four dramatic vṛttis into three artha-vṛttis and the one śabda-vṛtti (bhāratī), then announces the coming topic — each vṛtti's settled correlation to its rasa (rasa-naiyatya).
