rājāntaḥpura-cāriṇāmfor those who move about in the king's inner apartments, the royal harem genitive plural = whose speech it is; rāja-antaḥpura (king's inner quarters) + cārin (one who moves about there)राजा के अन्तःपुर में विचरने वालों की (जिनकी यह भाषा है)

atra — यहाँ (चल रहे भाषा-विधान में); rājāntaḥpura-cāriṇām — राजा के अन्तःपुर में विचरने वालों की; māgadhī bhāṣā — मागधी भाषा; uktā — कही गई है।
Now Māgadhī. In this matter of fitting each kind of character with a stage-language, the Māgadhī dialect is assigned to those who move about in the king's antaḥpura — the inner apartments, the royal women's quarters. So the people who circulate inside the harem are given Māgadhī to speak on stage.
राजा के अन्तःपुर में विचरने वालों के लिए यहाँ मागधी भाषा कही गई है।
Another convention of Sanskrit drama inherited from Bharata's Nāṭyaśāstra: each grade of character is fixed to a particular language or dialect. This subsection has already given Sanskrit to the high male figures (v133), Prakrit to the low-born (v137), and Śaurasenī and Māhārāṣṭrī to the heroines (v138); here the list continues with Māgadhī, a Prakrit dialect of the Magadha region. The term is kept in IAST as a nāṭya term.

apieven — stretching the Māgadhī rule to these lower attendants tooभी
kīrtitāis declared [to be their stage-speech] past passive participle, fem. sing., again agreeing with māgadhī bhāṣā carried over from L1(मागधी ही) कही गई है

paiśācī-dvitayaṁthe pair of Paiśācī — the two varieties of the Paiśācī dialect nominative subject; paiśācī + dvitaya ("the twofold")पैशाची का द्वय (दो भेद)
bhavetshould be used [as their speech] optative of prescriptionहोना चाहिए (विधि)
tathā — likewise; vidūṣakādīnāṁ — of the vidūṣaka and his kind; ceṭānām api — and even of the menservants; kīrtitā — [Māgadhī] is declared [to be the speech]. rakṣaḥ-piśāca-nīceṣu — for rākṣasas, piśācas, and the low-born; paiśācī-dvitayaṁ — the pair of Paiśācī; bhavet — should be used.
tathā — इसी प्रकार; vidūṣakādīnāṁ — विदूषक आदि की; ceṭānām — चेटों (सेवकों) की; api — भी; kīrtitā — (मागधी ही) कही गई है; rakṣaḥ-piśāca-nīceṣu — राक्षस, पिशाच और नीच पात्रों के विषय में; paiśācī-dvitayaṁ — पैशाची का द्वय; bhavet — होना चाहिए।
Two prescriptions run together in this line. First, likewise Māgadhī is declared to be the speech of the vidūṣaka — the brahmin jester who is the hero's comic companion — and others of his sort, and even of the ceṭas, the menservants. Then a fresh class opens: for the rākṣasas and piśācas — the ogres and flesh-eating demons — and for low-born characters, the two kinds of Paiśācī are to be used. So the demonic and the base get the Paiśācī pair, the coarsest of the stage-dialects.
इसी प्रकार विदूषक आदि की तथा चेटों (सेवकों) की भी भाषा (मागधी ही) कही गई है। राक्षस, पिशाच और नीच पात्रों के विषय में पैशाची का द्वय (दो भेद) होना चाहिए।
This mūla line joins two half-verses: it closes the Māgadhī rule begun in L1 (adding the vidūṣaka's set and the menservants) and opens the next rule, on Paiśācī. paiśācī-dvitaya, "the pair of Paiśācī," names two recognized sub-varieties of the Paiśācī dialect — the lowest register on the dramatist's scale, fitted to demonic and base-born speakers. vidūṣaka, ceṭa, rākṣasa, piśāca, and the dialect names are all kept in IAST as nāṭya terms.
atra rājāntaḥpura-cāriṇāṁ [kṛte] māgadhī bhāṣā uktā, tathā vidūṣaka-ādīnāṁ ceṭānām api [māgadhī bhāṣā] kīrtitā; rakṣaḥ-piśāca-nīceṣu paiśācī-dvitayaṁ bhavet.
atra rājāntaḥpura-cāriṇām māgadhī bhāṣā uktā, tathā vidūṣakādīnām ceṭānām api (māgadhī eva) kīrtitā; rakṣaḥ-piśāca-nīceṣu (tu) paiśācī-dvitayaṁ bhavet।
In this matter of assigning each character a stage-speech, the Māgadhī dialect is prescribed for those who move about in the king's inner apartments; likewise it is declared the speech of the vidūṣaka and his sort and even of the menservants; and for rākṣasas, piśācas, and the low-born, the two varieties of Paiśācī are to be used.
इस भाषा-विधान में राजा के अन्तःपुर में विचरने वालों के लिए मागधी भाषा कही गई है; इसी प्रकार विदूषक आदि की तथा चेटों (सेवकों) की भी मागधी ही कही गई है; और राक्षस, पिशाच तथा नीच पात्रों के विषय में पैशाची के दो भेद होने चाहिए।
A definition-kārikā continuing the language-assignment rules: it fixes Māgadhī as the stage-speech of harem-dwellers, the vidūṣaka's set, and ceṭas, and assigns the twofold Paiśācī to demonic and base-born characters.
यह कारिका पात्र-भेद के अनुसार प्राकृत भाषाओं का विधान करती है — अन्तःपुरचारियों, विदूषक-चेटों तथा राक्षस-पिशाचादि नीच पात्रों के लिए क्रमशः मागधी और पैशाची नियत करके नाटक की भाषा-योजना का लक्षण देती है।
