The verse before this one listed the Sanskrit-speakers: gods and their like, the sages, and the hero. This line lengthens that list. Sanskrit is also the stage-speech of the liṅgin, a mendicant ascetic; the vipra, a brahmin; the vaṇij, a merchant; the kṣatriya; the mantrin, the king's minister; and the kañcukin, the chamberlain of the inner palace. The little word 'api,' also, ties this group back to the earlier one.
लिंगधारी साधु, ब्राह्मण, वणिक्, क्षत्रिय, मन्त्री और कञ्चुकी — इन सबकी भी (भाषा संस्कृत ही होती है)। षष्ठी बहुवचन कञ्चुकियों पर लगकर पूरे द्वन्द्व को एक साथ बाँध देता है।
This is the nāṭya-śāstra rule on bhāṣā-vibhāga — which stage-character speaks which language. Sanskrit marks the elevated speakers; the list opened in the previous verse (gods, sages, the hero) and runs on here through the high male social types, held together by the single genitive plural on kañcukinām.
यह नाट्यशास्त्र का भाषा-विभाग-नियम है — रंगमंच पर कौन पात्र कौन-सी भाषा बोलता है। संस्कृत उच्च पात्रों की पहचान है; सूची पिछले श्लोक में आरम्भ हुई (देवता, ऋषि, नायक) और यहाँ उच्च पुरुष-वर्गों तक चलती रहती है, जिसे कञ्चुकियों पर लगे एक ही षष्ठी बहुवचन ने साथ बाँध रखा है।

Now the verse turns to women. On the stage women ordinarily speak Prakrit, so it matters to name which women speak Sanskrit instead. They are: a forest-dwelling woman, the queen (devī), a courtesan (gaṇikā), a minister's daughter (mantrijā), and a learned woman (adhīti). 'Yoṣitām,' of the women, is the one word all five kinds hang on. So, together with the men of the line before, these women too speak Sanskrit on the Vaiṣṇava stage.
वन की तपस्विनी, रानी, गणिका, मन्त्री की पुत्री और विदुषी — इन स्त्रियों की भाषा (संस्कृत होती है)। yoṣitām मुख्य पद है और आगे के पूर्वपद इसकी भिन्न-भिन्न श्रेणियाँ बता देते हैं।
In drama the default is that women speak Prakrit — defined in the very next verse. This half-kārikā spells out the exceptions who speak Sanskrit, listing them by social role: a queen, a courtesan skilled in the arts, a minister's daughter, a woman learned in the śāstras, and a forest-dwelling (ascetic) woman — the female counterparts of the men named in L1.

A bhāṣā-vibhāga kārikā continuing the previous verse's roster: it names the further high male social types and the specific women who, by exception, speak Sanskrit rather than Prakrit on the Vaiṣṇava stage.
