lāsya and vīthī are two recognized types of dramatic composition. The lāsya is the soft, graceful, largely feminine mode of dance-drama; the vīthī is a short one-act play built mostly on speech and wit. Each carries its own fixed set of aṅgas (structural sub-elements) — ten for the lāsya, thirteen for the vīthī. Both terms, and aṅga in this technical sense, are kept in IAST as nāṭya terms.

Now the point of the two counts. These aṅgas are not shut inside the lāsya and the vīthī alone: even in the aṅkas — the acts of a full play — they may be woven in. So a playwright building an act can draw on the ten limbs of the lāsya and the thirteen of the vīthī. Rūpa reports this as the teaching of some: "thus some authorities declare." The wording keeps it as a held view rather than his own flat pronouncement.

aṅka here is the ordinary sense of aṅka as an 'act' of a play (as distinct from aṅga, a structural sub-element) — hence the wordplay: the aṅgas of one form may be built into the aṅkas of another. The attribution kecit ... pracakṣate ('some declare') presents this as a received opinion; the decode leaves it as reported and does not name whose view it is.
