Rūpa is giving a rule for handling the story-material (vṛtta) a poet lifts from his source. He has just dealt with the incident that openly clashes with the mood. Now he adds a second, subtler case: an incident that does not clash at all — it fits perfectly well — yet is superfluous for bringing out the rasa. It contributes nothing to the mood the play is trying to build. It is simply extra.
और जो घटना विरुद्ध तो नहीं है, परन्तु रस की अभिव्यक्ति के लिए अधिक अर्थात् अनावश्यक है —
vṛtta (= itivṛtta): the plot or story-material of a play, largely inherited from a received source (a purāṇa, an epic, an earlier work). A recurring concern of nāṭya-śāstra is how freely the dramatist may reshape this inherited matter. Here the test is a single one — does the incident serve the rasa? Rūpa distinguishes two failing kinds: the viruddha incident (which actively clashes, handled in the previous kārikā) and the merely aviruddha-but-adhika incident defined here (harmless, but idle).
वृत्त (अर्थात् इतिवृत्त) नाटक की कथावस्तु है, जो प्रायः किसी प्राप्त स्रोत — पुराण, इतिहास अथवा किसी पूर्व रचना — से ली जाती है। नाट्यशास्त्र की एक बार-बार उठती चिन्ता यही है कि कवि इस परम्परा से प्राप्त वस्तु को कितनी स्वतन्त्रता से बदल सकता है। यहाँ कसौटी एक ही है — क्या वह घटना रस की सेवा करती है? रूप गोस्वामी दो प्रकार की त्रुटिपूर्ण घटनाओं में भेद करते हैं — विरुद्ध घटना, जो सीधे टकराती है (उसका विधान पूर्व कारिका में हुआ), और यह जो विरुद्ध तो नहीं परन्तु अधिक अर्थात् व्यर्थ है (हानि तो नहीं करती, पर निरर्थक है)।

Even such a harmless-but-useless incident, Rūpa says, the wise poet must not simply leave standing. He should do one of two things. Either recast it — reshape the incident so that it now feeds the rasa — or else drop it entirely and never bring it up at all. Nothing in the play may sit idle: every incident has to earn its place by serving the mood.
उसको भी बुद्धिमान कवि बदल दे, अथवा कभी उसका वर्णन ही न करे।

और जो घटना विरुद्ध तो नहीं है, फिर भी रस की अभिव्यक्ति के लिए अधिक अर्थात् अनावश्यक है, उसको भी बुद्धिमान कवि बदल दे, अथवा कभी उसका वर्णन ही न करे।
A definition-kārikā: Rūpa's rule for the harmless-but-idle (aviruddha yet adhika) incident of inherited story-material (vṛtta), completing the pair begun with the clashing (viruddha) incident of the previous kārikā — recast it to serve the rasa or drop it entirely.
