L1definition
snānānulepa-nidrādyaiś cumbanāliṅganādibhiḥ |
snāna-anulepa-nidrā-ādyaiḥwithout acting out bathing, anointing the body, sleeping, and the like inst. pl., governed by vinā in L2 — these name what an aṅka must not enact directlyस्नान, अनुलेपन (अंगराग लगाना), निद्रा आदि के द्वारा — ये तृतीया में हैं और अगली पंक्ति के 'विना' से जुड़े हैं
cumbana-āliṅgana-ādibhiḥand without kissing, embracing, and the like inst. pl., again under the vinā of L2तथा चुम्बन, आलिंगन आदि के द्वारा — ये भी उसी 'विना' के अधीन हैं
snāna-anulepa-nidrā-ādyaiḥ — [without] bathing, anointing, sleeping and the like; cumbana-āliṅgana-ādibhiḥ — and kissing, embracing and the like [both governed by vinā kṛtaḥ, L2].
This line continues the list of things an aṅka is made without. It is composed without showing bathing, anointing the body, sleeping, and such acts on the stage. It also leaves out kissing, embracing, and the like. The governing words — 'without ... is made' — come in the next line.
This is the third verse (with v117-118) of one running definition of the aṅka, the act. All the items are things not to be enacted directly on stage; standard nāṭya practice is that such acts happen off-stage and are only reported.

vrīḍā-heturbhir anyaiś ca bībhataiś ca vinā kṛtaḥ ||
vrīḍā-heturbhirand without things that would cause embarrassment inst. pl. (for -hetubhiḥ); 'having embarrassment (vrīḍā) as what they cause'व्रीडा (लज्जा) को उत्पन्न करने वाले जो कर्म हैं, उनके द्वारा — ये तृतीया में हैं
anyaiḥ caand without any others of the same kindऔर अन्य (इसी प्रकार के) कर्मों के द्वारा
bībhataiḥ caand without disgusting things inst. pl.; the repulsive, what would rouse bībhatsa; source spells bībhataiś (for bībhatsaiḥ)और बीभत्स अर्थात् घृणा उत्पन्न करने वाली वस्तुओं के द्वारा (मूल में 'बीभतैः', बीभत्सैः के लिए)
vināwithout — the one word that governs every instrumental in this verse and the two before itइन सबके विना
kṛtaḥis composed, is made — the aṅka being the unstated subject nom. sg. masc.; subject aṅkaḥ carried over, confirmed by v120's 'aṅka iti kīrtitaḥ'रचा गया — कर्ता 'अङ्कः' पूर्वपंक्ति से अनुवृत्त है, जिसकी पुष्टि व120 के 'अङ्क इति कीर्तितः' से होती है
vinā — without; [snāna-...-ādyaiḥ, cumbana-...-ādibhiḥ of L1,] vrīḍā-hetubhiḥ — things causing embarrassment, anyaiḥ ca — and others, bībhatsaiḥ ca — and disgusting things; kṛtaḥ — [the aṅka] is composed.
And the aṅka is made without anything that would cause embarrassment, without any other such thing, and without disgusting matter. The little word vinā, 'without', reaches back and governs the whole list running through the last two verses. The unstated subject is the aṅka, the act — so this is the rule for how an act is put together.
bībhatsa is the disgusting or repulsive, the object-basis of bībhatsa-rasa; the rule here is that it is not shown directly on stage. With this line the definition begun in v117 closes, and v120 draws the conclusion, naming the thing so defined the aṅka.
(aṅkaḥ) snāna-anulepa-nidrā-ādyaiḥ cumbana-āliṅgana-ādibhiḥ vrīḍā-hetubhiḥ anyaiḥ ca bībhatsaiḥ ca vinā kṛtaḥ.
snāna-anulepa-nidrā-ādyaiḥ, cumbana-āliṅgana-ādibhiḥ, vrīḍā-heturbhir anyaiḥ ca bībhataiḥ ca vinā [अङ्कः] kṛtaḥ।
The aṅka is composed without ever showing on stage such acts as bathing, anointing the body, and sleeping, nor kissing, embracing and the like, nor anything that would cause embarrassment, nor any other acts of that kind, nor disgusting matter — the one word 'without' (vinā) reaching back to govern this whole list, and the unstated subject throughout being the aṅka, the act, which 'is made' (kṛtaḥ) free of them all.
The third verse of Rūpa's running lakṣaṇa of the aṅka (with v117-118): it lists the acts that must not be enacted directly on stage, all held under the single governing 'vinā ... kṛtaḥ' ('is made without'), before v120 concludes by naming the thing so defined the aṅka.
