Sarva-prakāśa, 'fully-open' speech, is speech that every character standing on the stage may properly hear. It is the first of the two kinds of prakāśa (open speech).
जो भाषण रंगमंच पर उपस्थित सभी पात्रों के सुनने के योग्य हो — किसी पात्र से कुछ भी न छिपाया जाए — वही 'सर्व-प्रकाश' कहलाता है।
This continues the delivery-taxonomy of the previous verses: śravya (heard) speech divides into svagata and prakāśa (111), and prakāśa in turn into sarva-prakāśa and niyata-prakāśa (112). Here Rūpa defines the first, sarva-prakāśa: it is open to everyone on stage, nothing withheld from any character.

और वह नियत-प्रकाश दो प्रकार से विभक्त होता है — जनान्त और अपवारित।
'tat' (that) refers back to niyata-prakāśa of 112, not to sarva-prakāśa — for what is open to all cannot be sub-divided into the concealed modes. Its two forms, janānta(-ika) and apavārita, are the private deliveries: speech on stage overheard by some but withheld from others, and are treated one by one in 114 and 115.
'तत्' (वह) ११२ के नियत-प्रकाश की ओर संकेत करता है, सर्व-प्रकाश की ओर नहीं — क्योंकि जो सबके लिए खुला है वह गुप्त भेदों में विभाजित नहीं हो सकता। इसके दो रूप जनान्त और अपवारित गुप्त भाषण हैं — रंगमंच पर कुछ पात्र सुनें और कुछ से छिपाया जाए — जिनका ११४ और ११५ में एक-एक करके निरूपण किया गया है।

Rūpa's defining kārikā: it fixes the lakṣaṇa of sarva-prakāśa (open to everyone present) and splits its counterpart niyata-prakāśa into janānta and apavārita, whose definitions follow in 114 and 115.
