But all of that he has left out. The reason is simple: Bharata Muni does not sanction it. Rūpa keeps only what the recognized authority on drama backs, and drops the rest.
परन्तु वह सब कुछ, जिसे मुनि भरत की स्वीकृति प्राप्त नहीं है, यहाँ छोड़ दिया गया है। मुनि की सम्मति न होना ही उसे छोड़ देने का कारण है।
'Muni' here is Bharata, author of the Nāṭyaśāstra, the standard authority on dramaturgy. Rūpa's editorial rule is that a definition earns a place only if it has Bharata's backing.
यहाँ 'मुनि' से भरत अभिप्रेत हैं, जो नाट्यशास्त्र के रचयिता तथा नाट्य-विद्या के प्रमाणभूत आचार्य हैं। रूप गोस्वामी का सम्पादकीय नियम यही है कि कोई लक्षण तभी स्थान पाता है जब उसे भरत का समर्थन प्राप्त हो।

What is the 'all that' he left out? The definitions certain other writers give, here, for three things: the sandhy-aṅgas (the sub-limbs of a play's five junctures), the guṇas (its poetic qualities), and the alaṅkāras (its ornaments). Those unsanctioned definitions are what he sets aside.
अर्थात् यहाँ कुछ आचार्यों द्वारा किए गए सन्धि-अंग, गुण तथा अलंकार के लक्षण — इन्हीं को छोड़ दिया गया है। पूर्व कारिका का 'वह सब' इन्हीं लक्षणों की ओर संकेत करता है।
sandhy-aṅga, guṇa, and alaṅkāra are all standard categories of the nāṭya and alaṅkāra traditions: the sandhy-aṅgas are the many sub-limbs of the five plot-junctures (sandhi), the guṇas are qualities of good composition, and the alaṅkāras are figures of speech. Rūpa keeps the categories but discards rival definitions of them that Bharata does not support.
सन्धि-अंग, गुण तथा अलंकार — तीनों ही नाट्य एवं अलंकार परम्परा की प्रसिद्ध कोटियाँ हैं। सन्धि-अंग पाँच सन्धियों (कथानक की सन्धियों) के अनेक उप-अंग हैं, गुण उत्तम रचना के धर्म हैं, तथा अलंकार वाणी के अलंकार हैं। रूप गोस्वामी इन कोटियों को तो रखते हैं, परन्तु इनके वे प्रतिपक्षी लक्षण छोड़ देते हैं जिनका भरत समर्थन नहीं करते।

A concluding editorial-rule kārikā: Rūpa states why he omits rival writers' definitions of the sandhy-aṅgas, guṇas, and alaṅkāras — they lack Bharata's backing, so only what the recognized authority sanctions is kept.
यह कारिका ग्रन्थ के परिसीमन को घोषित करती है — भरत-सम्मत लक्षणों को ही ग्रहण कर, अन्य आचार्यों के लक्षणों का परित्याग।
