Picture many people in the world who each stand out for some outstanding quality — each with a famous name. This first line sets up a case: a case in which those very names, the names of all those excellent ones, are used. The second line will say what is done with them.
संसार में जो अनेक जन अपने गुणों की श्रेष्ठता के कारण प्रसिद्ध हैं, जहाँ उनके नामों से (एक व्यक्ति पुकारा जाता है)।
This kārikā is the lakṣaṇa (defining verse) of a variety of guṇa-kīrtana, 'proclaiming of virtues' — the subsection named here. Its point: you can praise one person by piling on him the names of many who are each renowned for excellence. L1 gives the material (the many famous names); L2 gives the act (calling one person by them) and the naming.
यह कारिका गुण-कीर्तन नामक भेद का लक्षण (परिभाषक श्लोक) है — 'गुणों का बखान'; यही यहाँ नामांकित उपभेद है। इसका तात्पर्य यह है कि किसी एक की स्तुति इस प्रकार की जा सकती है कि उस पर अनेक ऐसे जनों के नाम आरोपित कर दिए जाएँ जो प्रत्येक अपनी उत्कृष्टता के लिए प्रसिद्ध हैं। पहली पंक्ति सामग्री देती है (अनेक प्रसिद्ध नाम); दूसरी पंक्ति क्रिया देती है (एक जन को उन नामों से पुकारना) तथा उस नामकरण को।

Now the act: one single person is addressed by all those names at once — hailed under the name of this famous one and that famous one, many at a time. When one is called by the names of many excellent people like this, that case is to be recognized as guṇa-kīrtana, the proclaiming of virtues. You honour the one by heaping on him the fame of the many.
एक व्यक्ति (उन अनेक प्रसिद्ध जनों के नामों से) पुकारा जाता है — उसी को गुण-कीर्तन जानना चाहिए।
The praise works by transfer: each borrowed name carries its owner's renown, so calling one person by many such names loads all their excellences onto him. Here it also unpacks the name candrāvalī, 'a row of moons' — the one hero addressed as a whole series of shining, moon-like excellent ones (as the following illustration draws out).
स्तुति यहाँ आरोपण से सिद्ध होती है — प्रत्येक उधार लिया गया नाम अपने स्वामी की कीर्ति साथ लाता है, अतः एक जन को अनेक ऐसे नामों से पुकारने पर उन सबकी उत्कृष्टताएँ उसी पर आरूढ़ हो जाती हैं। यहाँ यह 'चन्द्रावली' नाम को भी खोलता है — 'चन्द्रों की पंक्ति' — वह एक नायक देदीप्यमान, चन्द्र-सम उत्कृष्ट जनों की पूरी श्रृंखला के रूप में सम्बोधित होता है (जैसा आगे का उदाहरण स्पष्ट करता है)।
