siddhān bahūn pradhānārthān uktvā yatra prayuñjate |
siddhānthat are already established, taken as settled accusative plural, agreeing with pradhānārthān — the points are granted before this aṅga actsजो सिद्ध हो चुके हैं — पहले से स्थापित

yatra — in the case where; bahūn siddhān pradhānārthān — many principal points already taken as settled; uktvā — having first stated; prayuñjate — one then brings in [a further statement].
Start with the setup. You have already laid out several main points, and everyone accepts them as settled. Then — in the case where, on top of those, you go on to add one further statement (the object comes in the next line) — that is where this aṅga operates.
viśeṣaṇa ('particularization, a qualifying statement') is one of the sandhy-aṅgas — the small structural limbs that build up the junctures (sandhi) of a play. Rūpa gives its lakṣaṇa here in a definition verse drawn from the nāṭya-śāstra tradition. The two illustrations standing in the lead-in — the act-9 navavṛndā verse (kundadanti dṛśor dvandvam…) and act-10 candrāvalī's Prakrit speech — belong to the previous aṅga, arthāpatti (the commentary on each reads 'iyam arthāpattiḥ' / arthāpatti-style anupapatti reasoning); the viśeṣaṇa topic opens fresh with this defining verse.
L2definition
viśeṣa-yuktaṁ vacanaṁ vijñeyaṁ tad viśeṣaṇam ||
viśeṣa-yuktaṁcarrying a distinctive point, furnished with a special qualification (viśeṣa = a distinguishing particular; yukta = joined with) qualifies vacanaṁ — this is the feature that makes the added statement count as viśeṣaṇaविशेष से युक्त — जिसमें कोई विशेषता जुड़ी हो
vijñeyaṁis to be recognized, should be known gerundive, neuter — the definitional 'is to be known as'जानना चाहिए — यही लक्षण-वाक्य का 'ऐसा जाना जाता है'
viśeṣaṇam[as] viśeṣaṇa (particularization) — the sandhy-aṅga being defined predicate nominative: the name assigned to that statementविशेषण (नाम) है — उस वचन को दिया गया संज्ञा
tad vacanaṁ — that statement; viśeṣa-yuktaṁ — the one carrying a distinctive point; viśeṣaṇam vijñeyaṁ — is to be known as viśeṣaṇa.
Now finish the definition. That further statement — the one that carries a distinctive, singling-out point — is what you should recognize as viśeṣaṇa. So the limb works like this: the main matters are already settled, and then you add one utterance that pins a special distinction onto them. Naming that added, distinction-bearing statement is viśeṣaṇa, 'particularization.'
yatra bahūn siddhān pradhāna-arthān uktvā viśeṣa-yuktaṁ vacanaṁ prayuñjate, tad vacanaṁ viśeṣaṇam iti vijñeyam.
When, after first stating many principal matters that are already taken as settled, one goes on to bring in a further utterance carrying a distinctive, singling-out qualification — that added statement is to be recognized as viśeṣaṇa.
The lakṣaṇa (definition verse) of the sandhy-aṅga viśeṣaṇa, 'particularization', drawn from the nāṭya-śāstra tradition — it opens the viśeṣaṇa topic and defines the limb whose illustrations follow.
