Now he begins naming the sandhy-antaras one by one. The first four are the well-known means of statecraft: sāma, winning over by kind words; dāna, winning by gifts; bheda, sowing division; and daṇḍa, using force. Then come pratyutpanna-mati, quick wit in a tight spot, and vadha, a slaying.

These are the sandhy-antaras — the twenty-one auxiliary limbs whose application 7.1 prescribed to keep the sandhis from going slack. This verse opens the roster of names; 7.3 completes it before each is defined in turn.
