This is the play's closing blessing, so it opens with a wish. "Let the steady-minded ones go on, through the long wait, holding nothing but hope in you." The "you" is Kṛṣṇa. The devotees are called sthira-dhī, firm of mind: they keep their hope fixed on him alone, however long it takes.
स्थिर बुद्धिवाले जन आप में बहुत समय तक केवल आशा ही बनाए रखें। 'विरचयन्तु' आशीर्वचन की विधि है — 'ऐसा हो' कहकर मंगल की कामना खुलती है। 'मात्र' शब्द बताता है कि आशा ही एकमात्र वस्तु है जिसे वे थामे रहते हैं।
An udāharaṇa of praśasti — the benediction defined in the kārikā just above (120: 'maṅgalāśaṁsanaṁ samyak praśastir abhidhīyate,' 'the full voicing of an auspicious wish is called praśasti'). This is the play's final blessing, quoted from the same play's closing verse (10.37); the frame 'tathāpīdam astu,' 'even so, let this be [our wish],' introduces it.

L2 finishes describing them. They are the ones "who make their home in Madhupurī" — Mathurā — a city "deep with sweetness," madhurima-gabhīra. So the picture is of the steady devotees who have settled in that sweetness-filled place and there keep their hope in Kṛṣṇa alive.

Now the verse turns to address Kṛṣṇa himself, describing him. In his kaiśora age — the tender prime of youth — he "bears the friendship of the lord of Gokula," gokula-pati. That is, he keeps the warm, comrade-like sweetness that belongs to Kṛṣṇa as Gokula's lord. The word sakhitā, "friendliness," marks him as approachable and near, not remote.
किशोर अवस्था में गोकुलपति का सख्यभाव धारण करते हुए (आप)। यह 'दधानः' सम्बोधित कृष्ण का विशेषण है, जिनसे L4 की कामना कही जा रही है। 'सखिता' मित्र-सी सुलभ घनिष्ठता को कहती है।

teṣām — उनके; nayanayoḥ — नेत्रों का; paricayam — परिचय; avaśyam — अवश्य; prapadyethāḥ — आप प्राप्त हों।
And here is the blessing itself: "May you, without fail, come into the acquaintance of their eyes." That is — may you appear before those longing devotees, may their eyes at last grow familiar with you. After the long wait of hope, the benediction asks Kṛṣṇa to show himself to them. This closing wish for the Lord's own sight is exactly the maṅgala-āśaṁsana, the auspicious wish, that makes the verse a praśasti.
उनके नेत्रों का परिचय आप अवश्य प्राप्त हों। अर्थात् उनकी दृष्टि से परिचित हो जाइए, उनकी आँखों में जाने-पहचाने बन जाइए। 'अवश्य' कामना को दृढ़ करता है — यह टले नहीं।
Why cited: shows praśasti in action — the play signs off with an auspicious wish (that Kṛṣṇa grant the longing devotees his sight), which is just what the kārikā defines a benediction to be.
