savarṇa-upagamanam — the coming-together of those of [every] class; varṇa-saṁhāraḥ iṣyate — is held to be varṇa-saṁhāra.
When people of the various classes (varṇa) are drawn together into one assembly, that gathering is what is called varṇa-saṁhāra. It is a sandhy-aṅga — a named limb of a dramatic juncture. So the mark of varṇa-saṁhāra is the crowd itself: many kinds of persons brought together on the stage at once. The verse that follows shows it in action.
varṇa-saṁhāra, literally 'the gathering of the varṇas (classes / types of persons),' is one of the sandhy-aṅgas — the limbs of a dramatic juncture — catalogued in the dramaturgy manuals. This is a quoted definition line (origin: quoted), placed here as the lakṣaṇa for the subsection varṇa-saṁhāraḥ, just as the preceding unit gave the definition of upanyāsa. Its udāharaṇa comes in the next unit (nc.6.51), the arena verse where the demon-teacher, the wrestlers, the villains, the sages, the mother, the gods, and the servants — every class of onlooker at once — react to Mukunda entering the raṅga: the mingled assembly that this kārikā defines.
