patākāyās tv avasthānaṁ kvacid asti na vā kvacit |
patākāyāḥas for the patākā — the subordinate episode woven under the main plot genitive: whose presence is being asked aboutपताका (उपकथा) की — जिसकी स्थिति के विषय में पूछा जा रहा है
tubut — turning to a point where practice variesपरन्तु — बीज-बिन्दु आदि से इसका भेद दिखाने के लिए
avasthānamits being present [in the plot]रहना, विद्यमान होना
kvacitin some [plays] it does occurकिसी नाटक में
astithere is / it is foundहोता है
na vāor it is notअथवा नहीं होता
patākāyāḥ avasthānam — the patākā's presence; kvacit asti — occurs in some plays; kvacit na vā — and in others it does not; tu — this being the variable point.
The patākā is a subordinate episode threaded under the main story. Whether it is present is not fixed. Some plays have one; others have none at all.
Why cited: quoted as Bharata's authority (muni, Nāṭya-śāstra 19.11) that among the five artha-prakṛtis the patākā (a subordinate episode) is optional — present in some plays, absent in others — setting up the next line's rule for when it is absent.
patākā ordinarily means 'banner, flag'; in nāṭya-śāstra it names a subsidiary storyline (an under-plot) that runs alongside the main action. It is one of the five artha-prakṛtis (elements of the action) — bīja, bindu, patākā, prakarī, kārya — that this vibhāga treats. Here Rūpa backs his account with the muni's own words: the verse is Bharata's (muni = Bharata, Nāṭya-śāstra 19.11), quoted after 'tathā ca munināpy uktam' — 'and so the sage too has said'.

patākayā vihīne tu bīja-bindū niveśayet ||
patākayā vihīnein a play that lacks a patākā instrumental patākayā governed by vihīna 'devoid of'; locative = the play in whichपताका से रहित (नाटक) में — जिस नाटक में उपकथा न हो
tubut then — in that caseपरन्तु — ऐसी अवस्था में क्या करें, यह बताने के लिए
bīja-bindūthe bīja (the seed, the germ of the main plot) and the bindu (the drop that keeps it continuous) accusative dual: the two things to be put inबीज और बिन्दु — इन दोनों को (द्विवचन में, स्थापित करने योग्य)
niveśayetone should still set in placeस्थापित करे, रख दे
patākayā vihīne tu — but in a play devoid of a patākā; bīja-bindū — the bīja and the bindu; niveśayet — one should set in place.
But even in a play that carries no patākā, the poet must still lay in the bīja and the bindu. Those two are indispensable; the patākā is the one element that may be dropped.
Why cited: the second half of Bharata's dictum: it shows why the patākā's optionality does not weaken the plot — the bīja and bindu remain obligatory and must be supplied whenever the patākā is absent.
patākāyāḥ tu avasthānam kvacit asti, kvacit vā na [asti]; patākayā vihīne tu [nāṭake] bīja-bindū niveśayet.
patākāyāḥ tu avasthānam kvacit asti, kvacit na vā (asti); patākayā vihīne tu bīja-bindū niveśayet।
As for the patākā — the subordinate under-plot — its presence is not fixed: in some plays it is there, in others it is not. But in a play that carries no patākā, the poet must still set in place the bīja, the seed of the main action, and the bindu, the drop that keeps it continuous.
Bharata's own dictum (Nāṭya-śāstra 19.11), quoted after 'tathā ca munināpy uktam' to authorize Rūpa's account of the artha-prakṛtis: among the five, the patākā alone is optional, while the bīja and bindu remain obligatory whenever it is absent.
