Here Rūpa quotes the sage Bharata himself. The verse says: when a person pictures to himself just a slight, partial getting-hold of the goal — not the goal itself, only a faint foretaste of it imagined in the mind — then (the second line finishes the thought)…

prāpti-sambhava is the third of the five kāryāvasthās, the stages the dramatic action passes through: ārambha, the beginning (nc.5.14 / ref 42); yatna, the effort (nc.5.15 / 42q1); then prāpty-āśā = prāpti-sambhava, hope of attainment; niyatāpti, assured attainment (nc.5.17 / ref 43); and phalāgama, fruition (nc.5.18 / ref 44). The words atha prāpty-āśā ('now, hope of attainment') closing 42q1 introduce this stage, and Rūpa here brings in Bharata's own definition of it. The Muni = Bharata, author of the Nāṭyaśāstra; the ref is Nāṭyaśāstra 19.11.

So the stage is this: after the action has begun (ārambha) and effort has been made (yatna), there now dawns the first glimmer that the goal may actually be reached. That glimmer, felt but not yet realized, is prāpty-āśā.
