This verse defines the patākā, one of the five plot-elements (arthaprakṛti). Picture a subplot brought in to support the main story. While it is doing that supporting work, it also — as it happens, not by design — reaches an aim of its own. That double life is the mark of the patākā: it serves the chief plot and yet completes something for itself on the side.
जो उपकथा मुख्य कथा के सहायक साधन के रूप में चलती है, और उसी प्रसंग के कारण आनुषंगिक रूप से अपना प्रयोजन भी सिद्ध कर लेती है।
patākā literally means 'a banner, a flag' — here the raised secondary plot, the episode that runs alongside the main one. It is the third of the five arthaprakṛtis (plot-elements) — bīja, bindu, patākā, prakarī, kārya — named in 5.2; the lead-in has just finished illustrating the second, bindu, so the treatise now turns to the third. Rūpa gives the definition in a verse quoted from the received dramaturgy tradition. 'prasaṅgāt' ('incidentally') carries the definition: the subplot's own success is a by-product of its service to the main aim, not its purpose.
पताका शब्द का शब्दार्थ है ध्वजा या झंडा — यहाँ उठाई गई गौण कथा, अर्थात् वह प्रसंग जो मुख्य कथा के साथ-साथ चलता है। यह पाँच अर्थप्रकृतियों — बीज, बिन्दु, पताका, प्रकरी और कार्य (जो 5.2 में गिनाई गई हैं) — में तीसरी है; प्रस्तावना अभी दूसरी अर्थात् बिन्दु का उदाहरण देकर समाप्त हुई है, अतः अब ग्रन्थ तीसरी की ओर मुड़ता है। रूप गोस्वामी यह लक्षण प्राप्त नाट्य-परम्परा से उद्धृत श्लोक में देते हैं। प्रसंगात् पद ही लक्षण का भार वहन करता है — उपकथा की अपनी सफलता मुख्य लक्ष्य की सेवा का उपफल है, उसका अपना उद्देश्य नहीं।

That subplot is what the learned call the patākā. The verse then points to a stock example — the conduct of the Yādava minister — where a subordinate character's line of action carries the main story forward while also bringing an aim of its own to completion. So the whole definition reads: a supporting strand that incidentally fulfils its own end is a patākā, illustrated by the Yādava minister's role.
विद्वानों ने उसे पताका कहा है, जैसे किसी नाटक में यादव-मंत्री का आचरण।
budhaiḥ ('by the wise') with proktā marks this as the received, settled definition rather than Rūpa's own coinage — fitting a verse he quotes rather than composes. 'yādava-amātya' is the minister among the Yādavas (Kṛṣṇa's people), and '-vat' ('like') appeals to his conduct in a play as the model case of a patākā. The verse names the example only by this tag and gives no further detail, so the decode leaves the particular minister and play unspecified.
बुधैः अर्थात् विद्वानों के द्वारा — प्रोक्ता के साथ यह पद बताता है कि यह प्राप्त एवं प्रतिष्ठित लक्षण है, न कि रूप गोस्वामी की अपनी रचना; यह उस श्लोक के अनुरूप है जिसे वे रचते नहीं, उद्धृत करते हैं। यादव-अमात्य अर्थात् यादवों (कृष्ण के कुल) में जो मंत्री है, और वत् अर्थात् जैसा — किसी नाटक में उसके आचरण को पताका का आदर्श उदाहरण मानकर उसका आश्रय लिया गया है। श्लोक उदाहरण को केवल इसी संकेत से नामित करता है और आगे कोई विवरण नहीं देता, अतः यह डिकोड उस विशेष मंत्री एवं नाटक को अनिर्दिष्ट ही छोड़ता है।
