First, what this opening is made of. It carries an on-stage exchange — the sūtradhāra (the director) trading words with the naṭī (actress), the naṭa (actor), and the vidūṣaka (jester). That banter is the substance of the āmukha, the play's 'opening face,' which the verse is about to name and divide.
जो आमुख नटी, विदूषक, नट और सूत्रधार के परस्पर संवाद से युक्त होता है —
An udāharaṇa attached to the previous kārikā (4.28). There Rūpa noted that the āmukha — a play's opening — has two further divisions, prastāvanā and sthāpanā, and that 'some' (kecit) clearly draw up their definitions. This quoted verse is exactly those definitions: it fixes what each is, how the two differ, and which rasas each suits. The source is left unnamed here, so it stands as the received view Rūpa is reporting.

Now the first label. When that opening carries only a little of the vīthī-limbs — a small dose of those stage-flourishes — it is called the prastāvanā. Keep the word stoka, 'a little': it is the whole difference between this kind and the next.

Change only the amount and you change the name. Take the very same opening, but now pack in all the vīthī-limbs, the full set — and it is called sthāpanā instead. So prastāvanā and sthāpanā are one opening at two doses: a little (stoka) versus the whole set (sarva).

One caution to close. The vīthī and the prahasana, however, are themselves two of the recognized rūpakas — whole dramatic genres in their own right. Do not confuse them with the vīthī-limbs (vīthy-aṅga) just used to measure out the opening: those are only ornaments borrowed into the āmukha, whereas the vīthī and prahasana here are full play-forms. The tradition, the verse says, records them as two separate types.
परन्तु वीथी और प्रहसन — ये दो तो रूपकों (नाट्य-प्रकारों) के भेद माने गए हैं।
The tu marks the turn. The word vīthī has just been used twice as vīthy-ādi — the aṅgas (limbs) of the vīthī deployed as flourishes inside the opening. This line clarifies that vīthī (and prahasana with it) is also the name of a whole rūpaka, a dramatic genre, so the reader does not read the earlier vīthy-aṅgas as the genre itself.
'तु' शब्द मोड़ को दिखाता है। 'वीथी' शब्द अभी दो बार वीथ्यादि रूप में प्रयुक्त हुआ है — अर्थात् आमुख के भीतर शोभा के लिए लगाए गए वीथी के अंग। यह पंक्ति स्पष्ट करती है कि वीथी (और उसके साथ प्रहसन भी) एक सम्पूर्ण रूपक का, अर्थात् एक नाट्य-प्रकार का, भी नाम है — जिससे पाठक पहले कहे गए वीथी-अंगों को ही वह नाट्य-प्रकार न समझ बैठे।
