The poets of rasa do not allow the paroḍhā — a married woman, another man's wife — to reign as the heroine of the principal rasa. By the standard rule she may appear only as a subordinate figure, never as the dominant mood. Hold on to that 'yat': the next lines tell us who laid down this rule, and the one exception he built into it.
कवियों ने प्रधान (अंगी) रस में परकीया — दूसरे की विवाहिता — नायिका को इष्ट नहीं माना। 'jo' शब्द से उठाई यह बात आगे 'tad' से पूरी होगी।
Why cited: Cited from Sudeva's Rasa-vilāsa to back up kārikā 10 (v004): the 'secondariness' (gauṇatva) the wise assign to paroḍhā / upapati love does not touch Kṛṣṇa and the gopīs. This verse shows Kṛṣṇa himself framing the general ban yet writing the gopīs in as its standing exception.

That very rule, though — he laid it down leaving one group out. The whole host of Gokula's lotus-eyed gopīs is the carved-out exception. For them the ban on the paroḍhā simply does not hold.

Why the exception? Out of his own longing to bring the whole method of rasa down into the world. He wanted the parakīyā mood itself to descend and take living form — and only among the gopīs could it. So he kept the door open for them alone.
रस-विधि के अवतरण की — अर्थात उसके साक्षात मूर्त होकर उतर आने की — अभिलाषा से [यह अपवाद रचा गया]।

And who framed it all? Kṛṣṇa himself — Kaṁsa's foe, the crest-jewel of every connoisseur of rasa. He is the one who set the rule, and he is the one who wrote the gopīs out of it. The very master of rasa made his own beloveds the standing exception — which is exactly why kārikā 10 says the ban does not reach Kṛṣṇa and the gopīs.
यह [अपवाद] कंसारि कृष्ण ने किया — जो रसिकों के मंडल के शिखामणि (मुकुटमणि) हैं, अर्थात परम रसिक स्वयं।

That the poets of rasa do not allow the paroḍhā — a woman wed to another — to reign as the heroine of the principal rasa: that very ruling was laid down by Kṛṣṇa, the foe of Kaṁsa and crest-jewel of the whole circle of rasikas, leaving out one company alone — the host of Gokula's lotus-eyed gopīs — carved out as its standing exception, out of his own longing that the very method of rasa should descend and take living form.
प्रधान (अंगी) रस में परकीया — दूसरे की विवाहिता — नायिका कवियों को इष्ट नहीं है; परन्तु वह अस्वीकृति गोकुल की उन कमलनयनी गोपियों के समूह को छोड़कर ही है, जिन पर यह निषेध लागू नहीं होता। यह अपवाद रसिक-मंडल के शिखामणि (मुकुटमणि) कंसारि कृष्ण ने रस-विधि के साक्षात मूर्त होकर उतर आने की अभिलाषा से स्वयं रचा।
An udāharaṇa quoted from Sudeva's Rasa-vilāsa in support of kārikā 10 (v004): the same Kṛṣṇa who frames the general ban on the paroḍhā as principal heroine writes the gopīs in as its one exception — proof that the gauṇatva assigned to parakīyā love does not touch Kṛṣṇa and the gopīs.
