rasa-sudhārṇava ('ocean of the nectar of rasa') is read here as the title of a rasa treatise: the locative with jñeyāḥ ('to be known in X') points the reader there for the full account of the dominant rasas, rather than describing a quality of the rasas themselves.

The remaining rasas — hāsya (the comic) and the rest — the wise should bring in only as subordinate members (aṅga), serving the principal rasa within the play, never as the main mood themselves.
हास्य आदि जो दूसरे रस हैं, उन्हें विद्वानों को नाटक में अंग रूप में ही प्रयुक्त करना चाहिए। अर्थात् वे प्रधान रस के सहायक बनकर आवें, स्वतन्त्र रूप से नहीं।
This draws the dramaturgic distinction between aṅgin and aṅga rasa. The aṅgin ('the one with limbs') is the principal, governing mood the whole play is built to serve — like the trunk of a tree. An aṅga ('a limb') is a rasa admitted only in support of it — like a branch that adorns the trunk without competing with it. So a comic (hāsya) or other lesser mood may enter a play, but only under the reigning śṛṅgāra or vīra, never on its own account.
यहाँ अंगी और अंग रस का नाट्य-सम्बन्धी भेद दिखाया गया है। अंगी ('जिसके अंग हों') वह प्रधान, शासक रस है जिसकी सेवा के लिए सारा नाटक रचा जाता है — मानो वृक्ष का तना। अंग ('एक अवयव') वह रस है जो केवल उसकी सहायता के लिए स्थान पाता है — मानो वह शाखा जो तने से होड़ किए बिना उसे शोभित करती है। इसलिए हास्य आदि गौण भाव नाटक में आ तो सकते हैं, पर सदा शासक शृंगार या वीर के अधीन ही, कभी अपने बल पर नहीं।

The rasas that head the list — śṛṅgāra, the erotic, and vīra, the heroic, together with the others of that first rank — are to be treated as the primary moods, just as they are set out in the Rasa-sudhārṇava, the 'ocean of the nectar of rasa'; the remaining rasas, hāsya (the comic) and the rest, the wise should bring into a play only as subordinate limbs (aṅga), in service of the reigning mood and never as the main one.

A definitional kārikā under the subsection 'rasāḥ': it fixes which rasas may govern a drama as the principal (aṅgin) mood and relegates the rest to a supporting (aṅga) role.
