Rūpa gives two grounds. First, the method in question is not very coherent or apt (na atīva saṅgata). Second, it clashes with the settled doctrine of Bharata Muni. The word ca ('and') joins these two grounds; the subject they judge, and the verdict itself, come in the next line.
इसका कारण यह है कि वह पद्धति न तो अधिक संगत बैठती है, और वह भरत मुनि के मत से भी टकराती है।
Bharata Muni is the sage-author of the Nāṭyaśāstra, the root authority on drama that Rūpa named in kārikā 1; his mata is that treatise's doctrine, the standard against which Rūpa measures every later poetics manual.
भरत मुनि नाट्यशास्त्र के रचयिता ऋषि हैं — नाटक-विषयक मूल प्रमाण, जिनका नाम रूप गोस्वामी ने पहली कारिका में लिया। उनका 'मत' उसी शास्त्र का सिद्धान्त है, और यही वह कसौटी है जिस पर वे बाद के हर काव्यशास्त्र-ग्रन्थ को परखते हैं।

Here is the verdict: the procedure (prakriyā) set out in the Sāhitya-darpaṇa has, for the most part (prāyaḥ), not been adopted here. Note prāyaḥ — 'mostly,' not entirely. Rūpa does not throw the manual out; he only declines it where, by the two grounds just given, it fails to fit or collides with Bharata.

The Sāhitya-darpaṇa ('Mirror of Literature') is Viśvanātha Kavirāja's manual of poetics and dramaturgy. Rūpa treats it as a later authority to be followed only where it agrees with Bharata's Nāṭyaśāstra.
साहित्यदर्पण ('साहित्य का दर्पण') विश्वनाथ कविराज का काव्य एवं नाट्य का ग्रन्थ है। रूप गोस्वामी इसे परवर्ती प्रमाण मानते हैं, जिसका अनुसरण वे केवल वहीं करते हैं जहाँ वह भरत के नाट्यशास्त्र से मेल खाता है।

Because it does not fit together very well, and because it clashes with the settled doctrine of the sage Bharata Muni — for these two reasons the procedure taught in the Sāhitya-darpaṇa has, for the most part, not been adopted here.
साहित्यदर्पण की पद्धति यहाँ प्रायः ग्रहण नहीं की गई, क्योंकि वह न तो अधिक संगत बैठती है और न ही भरत मुनि के मत के साथ मेल खाती है, अपितु उससे टकरा जाती है।
A methodological lakṣaṇa: Rūpa fixes his authority-hierarchy for the whole treatise — Bharata's Nāṭyaśāstra is the standard, and Viśvanātha's Sāhitya-darpaṇa is followed only where it fits and does not contradict Bharata; note the softening prāyaḥ ('mostly, not wholesale').
