The verse — decoded

vīkṣya bharata-muni-śāstraṁ rasapūrvasudhākaraṁ ca ramaṇīyam |
vīkṣyahaving closely examined — the gerund on which the whole verse hangs, naming the two authorities Rūpa consulted firstभली-भाँति देखकर, अर्थात् विचारपूर्वक अवलोकन करके
bharata-muni-śāstramthe śāstra of Bharata Muni — his first source, i.e. the Nāṭyaśāstra, the root treatise on drama accusative object of vīkṣyaभरत मुनि के शास्त्र (नाट्यशास्त्र) को — इसे देखा गया
rasa-pūrva-sudhākaramand the Sudhākara whose name begins with 'rasa' — his second source, the Rasārṇava-sudhākara second accusative object; the title is named by describing it — the sudhākara 'preceded by' the word rasaउस ग्रन्थ को भी, जिसके नाम का आदि 'रस' और अन्त 'सुधाकर' है (अर्थात् रसार्णव-सुधाकर को)
caand — joining the two treatises as a pair of sourcesऔर — दोनों ग्रन्थों को जोड़ता है
ramaṇīyamdelightful — praising the Sudhākara he has just named accusative, agreeing with rasa-pūrva-sudhākaramजो मनोहर एवं रमणीय है — यह विशेषण उस सुधाकर-ग्रन्थ का है
vīkṣya — having closely examined; bharata-muni-śāstram — Bharata Muni's śāstra (the Nāṭyaśāstra); ramaṇīyam rasa-pūrva-sudhākaram ca — and the delightful Rasārṇava-sudhākara.
After closely studying Bharata Muni's śāstra — the Nāṭyaśāstra — and the delightful Rasārṇava-sudhākara, Rūpa opens by naming the two authorities he leans on before he defines anything.
rasa-pūrva-sudhākaram is a titling device: the treatise is named by saying its name has rasa as its first part and sudhākara as its last — i.e. the Rasārṇava-sudhākara, a dramaturgical work of Siṁhabhūpāla.

This is written down here: the lakṣaṇa — the working definition — of the nāṭaka, and set down in the briefest possible form. The line is Rūpa's pledge: what follows is a compressed definition of drama, drawn from the two authorities just named.
lakṣaṇa is the technical 'defining characteristic' of nyāya and śāstra: the mark that fixes what a thing is and separates it from everything else. Here it is the definition of the nāṭaka that the coming kārikās supply.
vīkṣya — having closely examined; bharata-muni-śāstram — the śāstra of Bharata Muni (the Nāṭyaśāstra); ramaṇīyam — the delightful; rasa-pūrva-sudhākaram ca — and the Sudhākara whose title begins with the word rasa (the Rasārṇava-sudhākara); nāṭakasya — of the nāṭaka; idam — this; lakṣaṇam — defining mark (lakṣaṇa); ati-saṁkṣepāt — in the utmost brevity; vilikhyate — is here written down.
Having closely studied Bharata Muni's śāstra — the Nāṭyaśāstra — and the delightful treatise whose name opens with the word rasa, the Rasārṇava-sudhākara, I set down here, in the briefest possible compass, this defining mark of the nāṭaka.
The maṅgala-plus-pratijñā opening: Rūpa names his two dramaturgical authorities (Bharata's Nāṭyaśāstra and Siṁhabhūpāla's Rasārṇava-sudhākara) and pledges to write the lakṣaṇa of the nāṭaka in kārikā-brief form — the frame for the whole treatise.
