A verbless nominal sentence. atha — now; śabdānuśāsanam — the instruction of words [begins, is hereby taken up]. No verb is expressed; s2–s3 supply the missing predicate by saying that atha carries adhikāra force, i.e. "is hereby set up as the governing topic".

The work opens with two words and no verb. "Now, the instruction of words." Everything that follows will be about which word-forms are correct. Patañjali does not yet say what atha is doing here. He takes that up in the very next sentence, because atha has several possible senses and the choice decides how much of the book the opening governs.
यह शास्त्र का आरम्भ-वाक्य है। इसमें केवल विषय की घोषणा है — अब शब्दानुशासन प्रस्तुत होता है। क्रिया नहीं दी गई, इसलिए वाक्य अपने आप अधूरा है; भाष्यकार उसे अगले दो वाक्यों में खोलते हैं।
śabdānuśāsana is the standing name for the subject matter of vyākaraṇa — not "grammar" as an abstract science but the anuśāsana, the authoritative laying-down, of śabdas. This whole introduction (the paspaśā) is an unpacking of these two words: first atha (s2–s3), then which śabdas (s4–s5).

atha iti ayaṁ śabdaḥ — this word "atha"; adhikārārthaḥ — having adhikāra for its sense; prayujyate — is used. adhikārārthaḥ is a predicative adjective of ayaṁ śabdaḥ, not an adverb modifying prayujyate.

Patañjali picks up his own first word and asks what it is doing. His answer: atha here is an adhikāra word. An adhikāra is a heading — something that keeps holding over everything said after it. So atha is not "and then" or "if"; it announces a topic that governs the whole book.
भाष्यकार पहले पद को उठाकर उसका प्रयोजन बताते हैं। 'अथ' यहाँ केवल 'इसके बाद' नहीं कहता; वह अधिकार का सूचक है। अर्थात् आगे का सारा शास्त्र इसी के अधीन चलता है।
adhikāra is a term of the metalanguage. In the Aṣṭādhyāyī an adhikāra sūtra is one whose content carries forward into later sūtras by anuvṛtti, without being restated. Patañjali is claiming that same status for the opening word of his own work.
'अधिकारार्थः' बहुव्रीहि है — जिसका अर्थ अधिकार हो, वह। अधिकार वह शीर्षवचन है जिसकी अनुवृत्ति आगे के प्रकरण में चलती रहती है, यही यहाँ 'अथ' का काम है।

This draws the consequence of s2. Since atha is an adhikāra word, what it heads is the whole grammatical śāstra. The reader has to carry "this is a treatise instructing words" over every page that follows. The claim is about the scope of the book, not about the sense of any particular rule.
'अथ' के अधिकारार्थ होने का फल यही है — पाठक को समझना चाहिए कि यहाँ से शब्दानुशासन शास्त्र अधिकृत है, वही आगे का विषय है।
adhikṛta is the participle of the same root that gives adhikāra. The gloss keeps the connection visible: atha is an adhikāra word (s2), therefore the śāstra is adhikṛta (s3).

An elliptical question hanging on s1: [śabdānuśāsanam] keṣāṁ śabdānām — the instruction of WHICH words? The genitive is the objective relation already inside the compound śabda-anuśāsanam, now pulled out into the open so that it can be questioned.
keṣām — śabdānām का विशेषण, प्रश्नवाचक; दोनों षष्ठी में, s1 से अनुवृत्त 'anuśāsanam' से सम्बद्ध। अन्वय: केषां शब्दानाम् (अनुशासनम्)?
An interlocutor's question. The heading said "instruction of words" — but which words? The question is a real one, because Sanskrit as spoken and Sanskrit as recited in the Veda do not behave the same way.
यह प्रश्नरूप आक्षेप है: शब्दानुशासन तो कहा, पर किन शब्दों का? वाक्य पूरा नहीं है — 'अनुशासन' की अनुवृत्ति पिछले वाक्य से लेनी पड़ती है।
The question works by unpacking a compound. śabda stands in an objective relation to anuśāsana inside śabdānuśāsanam; the questioner simply restores that relation as an explicit genitive (keṣāṁ śabdānām) so that it can be qualified. Unpacking a compound member and then interrogating it is a standing move of the bhāṣya.
षष्ठी यहाँ कर्म-सम्बन्ध में है। समास 'शब्दानुशासन' के भीतर जो षष्ठी छिपी थी, वही प्रश्न में खुलकर सामने आती है — यही समास-विग्रह की परीक्षा का ढंग है।

The reply: both. The instruction covers ordinary words and Vedic words alike. This one answer is what makes the domain of the grammar as large as it is, and it is why the examples now come in two batches — first ordinary, then Vedic.
उत्तर: दोनों का। व्याकरण का विषय लोक के शब्द भी हैं और वेद के शब्द भी। 'च' दोनों को समान रूप से समेटता है — यहाँ कोई एक पक्ष नहीं चुना जाता।
laukika / vaidika is the standing division of the domain. The Aṣṭādhyāyī marks its Vedic-only rules with the locative chandasi ("in Vedic usage"), often together with bahulam ("variously"), precisely because vaidika śabdas admit forms that laukika ones do not. The samples at s6–s10 exhibit exactly that difference.

Seven ordinary words, offered as samples. They are named, not used — the point is the word-forms themselves, so they are not to be translated away. All seven are cited in the nominative singular, which is how a word is quoted. The first of them, gauḥ, becomes the working example of the next unit.
पहले लौकिक शब्दों के उदाहरण गिनाए जाते हैं। ये शब्द शब्द-रूप में उद्धृत हैं, अपने अर्थ के लिए नहीं। 'तावत्' बताता है कि यह पहला पक्ष है — वैदिक पक्ष आगे आएगा।
A word cited as an example is given in its finished nominative singular, not as a bare stem — that is the convention for naming a word in this text. The seven are all nouns for living beings and all thoroughly ordinary; the list is chosen for how unremarkable it is, in contrast with the Vedic lines that follow.

Now the Vedic samples. Patañjali does not quote single words here but whole lines, because in the Veda it is the recited line that carries the forms. He offers this one without comment.
अब वैदिक पक्ष के उदाहरण आते हैं। 'खलु अपि' से दूसरा पक्ष जुड़ता है — जैसे लौकिक, वैसे वैदिक भी। मन्त्र यहाँ शब्दरूप के लिए उद्धृत है, अपने अर्थ के लिए नहीं।
Patañjali does not say why these four lines were picked. What a grammarian notices in this one is devīḥ: ordinary usage forms the nominative plural of devī as devyaḥ, and only Vedic usage gives devīḥ. A word-instruction covering laukika śabdas alone could not produce it — which is the difference s5 was asserting.

A second Vedic line, quoted bare. It has no verb at all and two naked datives. Patañjali gives it as it stands — he is exhibiting a Vedic word-shape, not explaining the rite it belongs to.
यह दूसरा वैदिक उदाहरण है। भाष्यकार यहाँ अर्थ नहीं बताते; उदाहरणों की सूची चल रही है और यह उसी की एक कड़ी है।
iṣe and ūrje are the kind of dative Vedic uses where the classical language would put an infinitive; the missing verb is a comparable Vedic freedom. The line is well known as an opening of the Yajus recension, but nothing in the argument here depends on knowing that.
एक ही पद 'त्वा' दो बार आता है। भाष्य मन्त्रांश को ज्यों का त्यों उद्धृत करता है, इसलिए पुनरुक्ति भी बनी रहती है — उदाहरण में शब्दरूप ही प्रमाण है।

A third Vedic line. Here the grammatical curiosity sits on the surface: īḷe with ḷ, where the ordinary language would have īḍe.

The change of ḍ to ḷ between vowels is a Vedic feature (the same shift gives īḷā for īḍā). A śabdānuśāsana that stopped at laukika words would have no way to license the spelling; that is part of what the vaidika half of s5 is paying for.
'ईळे' में मूर्धन्य 'ळ' वैदिक उच्चारण का रूप है। उदाहरण ज्यों का त्यों रखा जाता है, लौकिक रूप में नहीं बदला जाता — यही उद्धरण की शुद्धि है।

agne — O Agni; vītaye — for the partaking; ā yāhi — come. The dative states the purpose of the imperative. The preverb ā has to be recognised as belonging to yāhi and not to the vocative it is printed against.

The fourth and last Vedic sample, and the list closes with iti. Taken together the four lines show forms that ordinary speech does not produce: an unusual plural, verbless datives of purpose, a ḷ where a ḍ is expected, and a preverb standing apart from its verb. Patañjali comments on none of them here. He is simply exhibiting the second half of the domain he claimed at s5.

ā is an upasarga (preverb), and in the Veda a preverb stands apart from its verb far more freely than in classical usage — hence the printed agne ayāhi for agna ā yāhi. Reading a Vedic line grammatically begins with deciding which loose particle belongs to which verb.
'वीतये' की चतुर्थी तादर्थ्य में है — 'किसलिए आओ' का उत्तर देती है। यही चतुर्थी का प्रयोजन-वाचक प्रयोग है।
