rasa-lakṣaṇā — in the marks of rasa; anuśiṣṭena pūrvam eva — the marks already taught earlier; vikalā — [the rasas that fall] short of them
The subject is rasas that fall short in the marks of rasa — and the marks meant are the ones already laid down earlier in this book. So the yardstick is not new: it is the defining marks of rasa that were already taught.
'rasa-lakṣaṇā' is read as the marks (lakṣaṇa) of rasa; 'anuśiṣṭena' points back to the earlier definition of rasa given in the Southern quarter of the work.

Those very ones that pass for rasas but lack its marks are what the connoisseurs of rasa call rasābhāsa. The name 'rasa' is granted only to their surface; those who actually know rasa label them semblances.
rasābhāsa = the 'shining-forth-as' (ābhāsa) of rasa: a misfire that looks like rasa but is not, because a required component is defective. This laharī is devoted to it.

These semblances come in three grades: uparasa, anurasa, and aparasa.
The three names run down a scale of nearness to real rasa: upa- 'close alongside', anu- 'following after', apa- 'away, off'. L4 fixes their ranking.

Why does the verse even call them 'rasas'? Jīva answers: only because on a first, surface look they do seem to be rasa. The 'api', 'even though', is doing the work — it concedes the appearance and quietly withholds the reality.
So the plural 'rasāḥ' in the mūla is a courtesy title, granted to their first impression, not an admission that they are genuine rasas.

rasasya lakṣaṇā [= lakṣaṇena] — 'the mark of rasa', to be read as an instrumental; vikalā — 'deficient' means: vibhāvādiṣu lakṣaṇa-hīnatayā hīnāḥ — falling short in vibhāva and the rest by lacking the marks there
Jīva parses two words. First 'rasa-lakṣaṇā': take it as 'the mark of rasa', read in the instrumental — 'by the mark of rasa.' Then 'vikalā', deficient: it means falling short in vibhāva and the other components, because the required marks are missing right there.
vibhāvādi = vibhāva (the cause), anubhāva, sāttvika-bhāva, vyabhicāri-bhāva — the standard machinery of a rasa. A defect in any of them is where the deficiency bites.

Viśvanātha adds the mechanism: the deficiency comes about because the sthāyi-bhāva — the standing emotion — and the components after it are distorted, bent out of their proper shape. When the base emotion is malformed, what grows from it can only be a semblance.
sthāyin = the durable emotion (rati and its kin) that a rasa is built on; 'prabhṛti', and the rest, sweeps in the vibhāvas, anubhāvas, and so on. vairūpya is not mere absence but wrong form — the right piece present in a distorted state.
