kecana bhaktāḥ — some devotees; jñāna-vartmani — on the path of knowledge; anurakta-dhiyaḥ — whose minds are attached [to it]
This first line names the subject. Some devotees — not all — have minds drawn to the path of knowledge (jñāna). The verse is about what such jñāna-leaning devotees hold; the ruling itself comes in line two.
jñāna-vartman, 'the path of knowledge', is the orientation associated with śānta-rasa, whose foundation is realization of Brahman rather than active loving service.

śāntasyāśraya-bhinnatve vairasyaṁ nānumanvate ||

āśraya-bhinnatve — when the shelter is different; śāntasya vairasyaṁ — the enmity of śānta; na anumanvate — they do not admit
Here is the ruling those devotees hold. When the shelter differs — when śānta and the opposing rasa rest in two different persons, not in one — they do not accept that śānta stands at enmity with it. The clash of rasas, they say, only bites when both would sit in a single āśraya; split across two, śānta's hostility does not apply.
āśraya is the person who is the abode of a rati/rasa. āśraya-bhinnatva — 'difference of shelter' — means the śānta and the rival mood belong to two different individuals; this is the condition under which the enmity is here denied.

Jīva and Mukunda pass over this verse: they offer no explanation of it. The editorial note simply records that their commentary is silent here.

This single line stands jointly for both Jīva and Mukunda, who leave the verse unglossed.

jñāna-vartmani — on the path of knowledge; anurakta-dhiyaḥ — whose minds are attached; bhaktāḥ — the devotees
Viśvanātha does no more than re-state the opening words in prose order: the devotees whose minds are attached on the path of knowledge. He simply confirms the reading of the subject — pulling jñāna-vartmani forward to sit with anurakta-dhiyaḥ — and adds nothing further.
