Take the word 'bībhatsa' here in a careful sense. It is the disgust that arises when you see another devotee — a vidūṣaka, a comic actor, say — dressed up in a costume made repulsive on purpose. That disgust is playful, and it feeds laughter. So understand it as the first, milder kind of bībhatsa.
यहाँ बीभत्स रस को पहले प्रकार का समझना चाहिए। यह वह घृणा है जो घिनौना वेश धारण किए हुए विदूषक-आदि किसी दूसरे भक्त को देखने से उठती है।
Jīva reads bībhatsa as a two-kind term. The 'first' (prathama) kind is the light, staged repulsion — a jester in a hideous get-up — which amuses; hence it can befriend hāsya. The other kind, ruled out in the next sentence, is real revulsion, which cannot.

So this is the method. Jīva has decoded bībhatsa as the model case. For all the remaining pairings in the verse, the reader should work out two things on his own: why each rasa counts as a friend or an enemy — its hetutva, the reason — and which particular variety of that rasa is meant — its gatatva.
