This line describes the hand of Hari. It is reddened — smeared with the kuṅkuma that came off the swell of Lakṣmī's breasts as he held her. So it is a lordly, love-adorned hand, not a beggar's.

An udāharaṇa of dāna-vīra — the heroism of giving, one of the divisions of vīra — quoted at the head of the vīra-bhakti-rasa laharī from the Daśa-rūpaka (4.74). The hero praised is Bali, whose charity was so great that even Hari's hand became a begging-bowl before him; the two lines together set up that contrast (the love-reddened lordly hand, then its reduction to a begging-bowl).
यह दान-वीर का एक उदाहरण है — देने की वीरता, जो वीर के भेदों में से एक है। इसे वीर-भक्ति-रस लहरी के आरम्भ में दशरूपक (4.74) से उद्धृत किया गया है। यहाँ जिसकी प्रशंसा हो रही है वह बलि है, जिसका दान इतना बड़ा था कि हरि का हाथ भी उसके सामने भिक्षा का पात्र बन गया। दोनों पंक्तियाँ मिलकर यही विरोध खड़ा करती हैं — पहले प्रेम से अरुण हुआ ऐश्वर्यशाली हाथ, फिर उसी का भिक्षा-पात्र में परिणत हो जाना।

That is the very hand which Bali — Bali alone — turned into a begging-bowl. The word 'balinā' puns: it means 'by Bali' and 'by the mighty one.' So great was Bali's generosity that Hari himself had to hold out that lordly, kuṅkuma-reddened hand to beg. 'He, that one' (saḥ) is the hero being praised; who exactly 'he' is you must recover from the Daśa-rūpaka's own scene.

Jīva points out a gap. The phrase 'yena balinā' ('by whom, by Bali') fills out the couplet's sense on its own. But the pronoun 'sa' ('that one') has no antecedent inside these two lines. You can only learn whom 'sa' points to by going back to the original Daśa-rūpaka passage from which Rūpa quoted the verse.
जीव कहते हैं — 'येन बलिना' यह पद 'सः' का पूरक है, अर्थात् उसका अधूरापन पूरा कर देता है। परन्तु 'सः' (तत्) शब्द का आश्रय तो उसी प्रकरण में ही मिलता है, जहाँ से यह श्लोक उद्धृत हुआ है।

Viśvanātha just restates the verse as a plain relative clause. Hari's hand is reddened by the kuṅkuma from Lakṣmī's breast — and that same hand is the one Bali turned into a begging-bowl. He glosses the mūla's 'swell of the breasts' with the simpler 'belonging to Lakṣmī's breast.'
विश्वनाथ कहते हैं — हरि का वह हाथ, जो लक्ष्मी के स्तन से सम्बद्ध कुंकुम से अरुण हो गया है, और जिसे बलि ने भिक्षा का पात्र बना दिया।
