Take that same utsāha-rati — the love whose very form is enthusiasm. It serves as the sthāyin, the lasting emotion here. Now work it up with the vibhāvas and the other ingredients that suit it.
वही रति उत्साह-रति के रूप में यहाँ स्थायी भाव है। अपने अनुरूप विभाव आदि साधनों से वह विकसित होती है।
utsāha-rati: 'rati' (love, the seed-emotion) here takes the shape of utsāha (drive, eager readiness); the compound names the standing emotion of this heroic rasa.
उत्साह-रति — यहाँ 'रति' (प्रेम, बीजभूत भाव) उत्साह (उमंग, तत्पर उद्यम) का रूप ले लेती है; यह समास इस वीर-रस के स्थायी भाव का नाम है।

When that emotion is carried all the way to being relishable, it becomes the vīra-bhakti-rasa — the devotional mood of heroism. That is the whole definition: enthusiasm-love as the base, ripened by its own ingredients into a savorable rasa.
जब वह रति आस्वाद्यता तक पहुँचाई जाती है, तब वह वीर-भक्ति-रस बन जाती है।

This same hero is what is taught here as the ālambana — the support, the one the whole mood rests on. And he too comes in these four kinds.
यहाँ आलम्बन यही चार प्रकार का वीर कहा गया है।
ālambana: the 'resting-ground' of the rasa, the character in whom the emotion is lodged (as against the uddīpana, the things that kindle it).
आलम्बन — रस का 'आश्रय-स्थान', वह पात्र जिसमें भाव टिकता है (उद्दीपन के विरुद्ध, जो भाव को भड़काते हैं)।

Why say 'in all devotees'? Jīva's answer: the point is that for this devotee or that, the enthusiasm may take its own particular form. The word 'all' is chosen to cover that spread of individual varieties.
'सर्वेषाम्' पद इस अभिप्राय से है कि किसी-किसी का उत्साह अलग प्रकार का हो सकता है।

And so on down the line — one for compassion, one for dharma. Reading it this way, the enthusiasm is to be understood as present in all devotees. That, says Viśvanātha, is the point.
इसी रीति से सब भक्तों में उत्साह जानना चाहिए — यही आशय है।
