L1definition
adṛṣṭa-pūrvasya harer didṛkṣotkaṇṭhitaṁ matam ||
adṛṣṭa-pūrvasyafor [Hari] whom he has never seen before gen., qualifying harer; a-dṛṣṭa-pūrva = 'not seen previously'जिसे पहले कभी देखा न हो, ऐसे (हरि के)
harerfor Hari — the one he yearns to lay eyes on gen. object of the wish to seeउन हरि के (दर्शन की)
didṛkṣā-utkaṇṭhitaṁis the longing that consists in the eager wish to see him — utkaṇṭhita didṛkṣā 'wish to see' + utkaṇṭhita; this is the term being definedदेखने की उत्कण्ठा से भरा हुआ भाव — यही 'उत्कण्ठित' है
matamis held to be / is what is meantमाना गया है
adṛṣṭa-pūrvasya harer — for Hari, never seen before; didṛkṣā-utkaṇṭhitaṁ — the longing that is the eager wish to see him; matam — is held to be [utkaṇṭhita].
Utkaṇṭhita is the yearning to see Hari when one has never seen him before. The eager wish to lay eyes on him — that longing is what the word utkaṇṭhita names.
utkaṇṭhita is a technical name for a form of longing in separation (vipralambha): the heart strains toward a beloved never yet seen.

nṛpaḥ — the king; meghe tad-varṇe — onto a cloud that had His dark color; bahu-māna-ratiṁ cakāra — placed loving esteem.
The king directed loving esteem onto a cloud — because its dark color was Kṛṣṇa's own hue. Yearning for a Hari he had never seen, he pours his love onto whatever shares Kṛṣṇa's color.
The first line of an udāharaṇa illustrating utkaṇṭhita (defined in L1), quoted from the Nārasiṁha [Purāṇa] (lead-in yathā nārasiṁhe). King Ikṣvāku, longing for a Hari never seen, lavishes love on everything that echoes Kṛṣṇa — his color, his name, his eyes.

Out of sheer attachment he lavished the same love on the deer called kṛṣṇa — the black antelope — because it carries Kṛṣṇa's name, and on the lotus because it looks like Kṛṣṇa's eye. Color, name, or a glance of resemblance — anything that echoes Kṛṣṇa draws his longing heart.
