He is the one who gives orders to Brahmā and Śiva. Yet he sets Āhuka's — Ugrasena's — command on his own head and carries it out.
An udāharaṇa of bhakti as the sthāyi-bhāva of dāsya, the servitude-mood of this laharī; the lead-in 'bhaktiḥ, yathā—' ('bhakti, as in—') presents the verse as its illustration. The speaker is Uddhava (so Viśvanātha).

vikrīḍati iti vyājena tasya vinayam eva vyanakti ||

tasya vinayam evahis humility, and nothing but thatउनकी विनम्रता को ही
vyanaktithe verse brings to lightप्रकट करता है
vikrīḍati iti vyājena — using 'he plays' as a pretext; tasya vinayam eva — precisely his humility; vyanakti — the verse reveals.
Calling it 'play' is only a cover. What the verse actually shows, says Jīva, is Kṛṣṇa's humility — that alone.
vyāja — a pretext or cover-word: the surface says 'sport', but the eva ('nothing but') fixes the real disclosure on his vinaya, his self-lowering.

Viśvanātha first tells us who is speaking: these are Uddhava's words.

He owns millions of universes, yet he begs the sea for one small plot — the ground of Dvārakā. He is himself an ocean of wisdom, yet he asks me — one who knows so little — for advice. Viśvanātha glosses 'the little land' as Dvārakā and 'clumsy-witted' as one of scant knowledge.
