Hāsa and the other moods that head the secondary rasas are not rati itself — they are something different. Even so, a special śuddha-sattva is at work in them. This line sets up the puzzle: why do we still call them 'rati'?
हास, अद्भुत आदि गौण रसों के स्थायी भाव यद्यपि (मुख्य) रति से भिन्न हैं, फिर भी शुद्धसत्त्व की विशेषता के कारण — (अगली पंक्ति में इसका फल कहते हैं)।
This verse is the naming-rule for the sthāyi-bhāva laharī: it justifies why the sthāyins of the seven secondary rasas (hāsa, etc.) get called 'rati' at all, though they are not rati in the primary sense.

And 'for another'? Jīva says it is that same primary rati — now having taken on the job of serving another rasa. So there is one rati: it is svārthā when it stands for itself, and the very same rati is parārthā once it comes to serve another.
वही (स्वार्था) रति जब परार्थत्व को प्राप्त कर लेती है, तब वह पराई रति कहलाती है — यह एक ही रति है, दो नहीं।

Viśvanātha reads it this way: hāsa and the rest are different from rati proper, whose very nature is pure śuddha-sattva. Even granting that difference, the word 'rati' gets applied to them only because they connect with a rati that serves another.

Note the divergence, unharmonized: Jīva took śuddha-sattva-viśeṣataḥ as an ablative of cause attached to the primary (svārthā) rati; Viśvanātha instead construes viśeṣataḥ as marking distinctness and pairs it with bhinne — 'different from the rati whose nature is śuddha-sattva'.

gauṇī prayoga (technical): a word used in a secondary sense. mukhya/literal use names the thing itself (rati named 'rati'); gauṇī extends the word by a shared quality or relation — as 'lion' names a brave man by resemblance, or 'the king' can name the king's officer by relation. Here 'rati' reaches hāsa etc. by their relation to real rati, not because they are rati.
गौण प्रयोग (पारिभाषिक): जब कोई शब्द मुख्य अर्थ को छोड़कर गौण अर्थ में प्रयुक्त हो। मुख्य प्रयोग वस्तु का स्वयं नामकरण करता है (रति को 'रति' कहना); गौण प्रयोग किसी साझा गुण या सम्बन्ध के आधार पर शब्द को विस्तृत करता है — जैसे 'सिंह' साहसी पुरुष को सादृश्य से कहा जाता है, या 'राजा' शब्द सम्बन्ध से राजा के अधिकारी को भी। यहाँ 'रति' शब्द हास आदि तक उनकी वास्तविक रति से सम्बन्ध के कारण पहुँचता है, इसलिए नहीं कि वे स्वयं रति हैं।
