There is a special feeling that arises when the vibhāva — the object arousing the emotion — is especially excellent. That feeling gets favored and drawn out. The next line will name what it is.
आलम्बन-विभाव की श्रेष्ठता से उत्पन्न जो कोई एक विशेष भाव है, वह जिससे अनुगृहीत — प्रकट — किया जाता है।
Opens the lakṣaṇa of gauṇī rati, 'secondary rati', the definition heading the gauṇa (secondary) bhakti-rasas; the lead-in reads 'atha gauṇī—', 'now the secondary [rati]'.

What draws that feeling out is rati itself, but rati that has shrunk down — present only in a reduced, contracted way. So this feeling is called gauṇī rati, secondary rati. It is rati only in a borrowed, figurative sense.
स्वयं सिकुड़ती हुई रति के द्वारा वह भाव अनुगृहीत होता है, इसीलिए वह गौणी रति कहलाता है।

The seventh is disgust. So this special feeling is declared in seven kinds: laughter, astonishment, enthusiasm, grief, anger, fear, and disgust. These are the seven that later become the seven gauṇa (secondary) rasas.

Jīva sets the transition. Rūpa has finished laying out the primary rati and everything that goes with it. Now, with the word 'atha' ('now then'), he turns to the secondary rati.
इस प्रकार प्रधान रति के परिकर का वर्णन समाप्त करके 'अथ' इस पद से गौणी रति को कहते हैं।

Why does the verse say rati is 'contracting'? Because in these cases what you actually see coming out into the open is the special feeling itself — laughter, anger, and so on — not full-blown rati. Rati is present only in shrunken form, which is why it is described as contracting.
उस विशेष भाव का ही उन-उन स्थलों में प्रकट रूप से अनुभव होता है, इसीलिए रति को 'सिकुड़ती हुई ही' कहा गया है।

Yes, this special feeling is also called 'rati' — but only in a borrowed, figurative way. Jīva's example: we say 'the platforms are shouting' when really it is the people sitting on the platforms who shout; the platform gets the word only by transfer. Here the platform stands for the secondary feeling, the shouting stands for the name 'rati', and the people are the real rati underneath. So calling this feeling 'rati' is figurative, not literal — that is what gauṇī (aupacārikī) means.
वह विशेष भाव भी रति कहा जाता है, परन्तु वह 'मंच चिल्लाते हैं' इस कथन की भाँति गौणी — औपचारिक — रूप से ही रति कहलाता है, यही तात्पर्य है।
gauṇī / aupacārikī: gauṇa-vṛtti (lakṣaṇā) is the figurative or 'transferred' function of a word — a term applied by association, not in its primary sense. 'The platforms shout' (mañcāḥ krośanti) is the classical stock example.

Viśvanātha restates the verse plainly. The special feeling comes from the excellence of the ālambana-vibhāva — the object the feeling rests on. Rati, having shrunk down on its own, then draws this feeling out into the open. That feeling is what gets called gauṇī rati, secondary rati.

But — Viśvanātha adds the same qualification — the name is only figurative. Just as 'the platforms are shouting' really means the people on the platforms are shouting, the word 'rati' is transferred onto this feeling. The platform is the secondary feeling, the shouting is the name 'rati', and the real shouters are rati proper. So gauṇī / aupacārikī means the label is borrowed, not literal.

A grammatical note from Viśvanātha: read 'svayam' with the words that follow it, not the ones before. It goes with 'saṅkucantyā ratyā' — 'by rati that has of itself contracted'.
'स्वयम्' पद का अन्वय आगे के पद के साथ है, अर्थात् वह 'सिकुड़ती हुई' (संकुचन्त्या) रति के साथ जुड़ता है, पूर्व के पदों के साथ नहीं।
