The whole verse is a table: which extra bhāvas are folded into the recognized vyabhicāris. First pair: mātsarya (envy) folds into asūyā (fault-finding); and udvega (agitation) folds into trāsa (fright).
असूया में मात्सर्य अन्तर्भूत होता है, और त्रास में उद्वेग ही।
Antarbhāva verse. Each locative names a standard vyabhicāri; each nominative names a further bhāva subsumed under it. The listing runs through the whole verse; s24 (Jīva) states the governing rule.
यह अन्तर्भाव का श्लोक है। प्रत्येक सप्तमी एक प्रसिद्ध व्यभिचारी भाव का नाम है, और प्रत्येक प्रथमा उसके अन्तर्गत आने वाले एक और भाव का। यह गणना पूरे श्लोक भर चलती है; c1 का s24 (जीव) इसका शासक नियम बताता है।

"ubhau" (both) straddles the line-break: it is picked up by "viveko nirṇayaś cemau" in L3. Jīva's s9 confirms the two are viveka and nirṇaya, both housed in mati.

Jīva defines both. Hatred that flares at another's success is mātsarya (envy). That same hatred, once it steadily pins faults even on another's good qualities, is asūyā (fault-finding). Since asūyā is the constant form, mātsarya folds into it.
दूसरे का उत्कर्ष होने पर जो द्वेष उठे वह मात्सर्य है; और वही जब गुणों में भी दोष का आरोप करने लगे — बिना कभी हटे — तो असूया कहलाता है।

So both avahitthā and dambha come down to deceit — that seals dambha's folding into avahitthā. Then a new item: amarṣa (indignation) is the inability to put up with another's wrongdoing.
इसलिए 'यह तो कपट है' — ऐसा जानकर दूसरे के अपराध को न सह पाना अमर्ष है।
Viśvanātha's parallel (c3.s6) reads "kapaṭam eva" and drops "para": "aparādha-asahanam amarṣaḥ." Same sense.
विश्वनाथ का समान्तर पाठ (c3 का s6) 'कपटम् एव' पढ़ता है और 'पर' को छोड़ देता है: 'अपराधासहनम् अमर्षः'। अर्थ वही है।
