L1definition
rukṣo’yaṁ rati-śūnyatvād romāñcaṁ kathito budhaiḥ |
rukṣaḥ ayamthis one is 'dry'यह (रोमांच) रूखा है
rati-śūnyatvātbecause it has no rati (love) in it ablative of cause: -tvāt = 'because it is…'
romāñcamthe hair-standing (horripilation) — this bristling of the hairs the thing being classifiedरोमांच को (जिसका यहाँ वर्गीकरण हो रहा है)
kathitaḥis called, declared to beकहा गया है
budhaiḥby the wise instrumental of agent with the passive 'is called'विद्वानों के द्वारा
ayam romāñcaḥ — this horripilation; rati-śūnyatvāt — because it lacks rati; budhaiḥ — by the wise; rukṣaḥ [iti] kathitaḥ — is called 'dry'.
When the hairs stand on end but there is no real rati (love) behind it, the wise call this a 'dry' horripilation. It looks like the ecstatic symptom, but the love that should drive it is missing.
Opens the treatment of rukṣa romāñca, 'dry' horripilation — a bodily sign that outwardly resembles a sāttvika-bhāva but is not fed by rati. Sets up the contrast with the genuine mechanism given in L3–L5.

mumukṣu-prabhṛtau pūrvaṁ yo ratābhyāsa īritaḥ

yaḥwhich [dry horripilation] relative pronoun picking up the romāñca of L1जो (पूर्वोक्त रोमांच)
rati-abhyāsaḥas a mere 'practising at rati' — going through the motions of loveरति का अभ्यास (मात्र अभ्यास)
īritaḥwas spoken of, was describedकहा गया था
yaḥ [rukṣa-romāñcaḥ] — which dry horripilation; mumukṣu-prabhṛtau — in the liberation-seeker and such; pūrvam — earlier; rati-abhyāsaḥ [iti] īritaḥ — was described as a practising at rati.
This is the very thing already described earlier: in a mukti-seeker and people like him, this dry hair-standing was called only a 'practice of rati' — an imitation of love, not the real feeling.
A back-reference: the dry romāñca just named is identified with the ratyabhyāsa (mere practice/rehearsal of rati) treated earlier in the chapter for those whose aim is not Kṛṣṇa-prema.

cittaṁ sattvībhavat prāṇe nyasyaty ātmānam udbhaṭam |

sattvī-bhavatbecoming charged with sattva — turned into pure sattva cvi-formation: 'becoming what it was not', i.e. turning into sattvaसत्त्व-रूप बनता हुआ (जो पहले न था वह सत्त्व हो जाता है)

udbhaṭamforcefully, in a heightened, pronounced wayप्रबल रूप से (उभरकर)
cittam — the mind; sattvī-bhavat — becoming charged with sattva; ātmānam — its own self; prāṇe — into the life-air; udbhaṭam — forcefully; nyasyati — deposits.
Here is the real mechanism. The mind, once it is filled and transformed by sattva, powerfully casts itself into the prāṇa, the life-air. It hands itself over to the breath.
Begins the physiology of the genuine sāttvika-bhāva (as against the 'dry' kind of L1–L2). 'sattvī-bhavat' — the mind's turning into sattva — is what makes the resulting signs sāttvika. Viśvanātha (below) reads this transformation specifically as ārdrī-bhavat, the mind 'growing moist', when the sign in question is sweat.

prāṇas tu vikriyāṁ gacchan dehaṁ vikṣobhayaty alam |

alamthoroughly, to the fullभली-भाँति / पर्याप्त रूप से
prāṇaḥ tu — the life-air, for its part; vikriyām gacchan — undergoing agitation; deham — the body; alam — thoroughly; vikṣobhayati — shakes into commotion.
The prāṇa, now disturbed by the mind lodged in it, itself goes into agitation and shakes up the whole body completely. The turmoil passes from mind to breath to body.

tadā — then; stambha-ādayaḥ amī bhāvāḥ — these states beginning with stambha; bhakta-dehe — in the devotee's body; bhavanti — arise.
Only then, once the body has been shaken this way, do these states — being frozen (stambha) and the rest — appear in the devotee's body. So the eight sāttvika signs come from mind through prāṇa into the body, in that order.

sveda-ambu-utpattau — as to how sweat-water arises; prakāram āha — [Rūpa] states the manner; ādau — first; ārdrī-bhavat-cittam — the mind, growing moist; ātmānam — its own self; prāṇe — into the life-air; nyasyati — deposits.
Viśvanātha reads the verse as explaining how perspiration in particular comes about. So Viśvanātha glosses the mind's 'becoming sattva' as its 'growing moist' — and step one is that the moistened mind places itself into the prāṇa.
Viśvanātha specializes the mūla's sattvī-bhavat ('becoming sattva') to ārdrī-bhavat ('becoming moist') because he is tracing the origin of sveda, sweat — the moisture of the mind becoming the moisture of the body.

Then, at the second stage, the prāṇa — precisely because the mind is now joined to it — is itself thrown into agitation, and it shakes up the body. Viśvanātha supplies the reason the mūla leaves implicit: it is the mind's contact that disturbs the prāṇa.
