Sometimes Kṛṣṇa picks a quarrel with his beloveds; at another time he sends love-letters. This verse is the udāharaṇa of the ceṣṭita named in L3 — it plays out Kṛṣṇa's amorous conduct as the six moves of statecraft (ṣaḍguṇya), the śleṣa the whole verse turns on.
An udāharaṇa illustrating the ceṣṭita of nava-yauvana (introduced by Jīva s13 and Viśvanātha s3). Its frame is the nīti-śāstra ṣaḍguṇya — the six royal measures (sandhi, vigraha, yāna, āsana, dvaidha, āśraya) — mapped onto love-play, since Kṛṣṇa is smara-kalā-ṣāḍguṇyavān, master of love's sixfold statecraft.

tena praśaṁsāvattāand by possessing that, [the gopīs'] being praiseworthy tena = instrumental; śālitā of L2 is unpacked as 'having praiseworthiness'उससे प्रशंसा-वत्ता (L2 का '-शालिता' 'प्रशंसनीयता से युक्त होना' के रूप में खुलता है)
bhāvasya sarvasvaṁ — the treasure of love; sarvaḥ arthaḥ — is its every asset; tena — by holding it; praśaṁsāvattā — comes praiseworthiness.
Jīva glosses L2's bhāva-sarvasva-śālitā. The 'all-in-all' of love means love's every asset, its full worth; and holding that is what makes the gopīs praiseworthy. So śālitā, 'possessing', is read as 'being worthy of praise'.

Jīva lays out the plan: Kṛṣṇa's kaiśora is described under four heads — its defining mark, its paraphernalia, its activity, and its distinctive power to enchant. This gives the map for the whole section.

Jīva names three earlier verses of this very work to prove the point: the 'fresh-sweetness smile' (319), the eyebrows dancing like Cupid's new bow (318), and the flute-holes filled with lip-nectar (316). Each already carries the sweetness, so it is present from the first phase.

In the last phase, here in Gokula, the enchantingness is at its extreme. So although excellence, sweetness, and enchantingness are three distinct things, when the text treats them as one it is because they never occur apart — each carries the others.

kuñja-nṛpatir iti — the king of the bowers; āsanam — is āsana; iti ṣaṭkaṁ vyañjitam — so the sixfold set stands hinted.

atra śeṣa-kaiśore — here in the last phase; bhāvasya sarvasvaṁ — the treasure of love; sarvaḥ arthaḥ — its every asset; tena śālitā = tadvattā — possessing it.
Viśvanātha glosses L2, and pins 'here' to the final phase of adolescence. The 'all-in-all' of love means love's every asset; and śālitā means simply 'possessing that'. (Note: Jīva did not restrict 'atra' to the last phase; the commentators are left as they stand.)
