The verse defines the nitya-siddha (eternally-perfect) devotee; the lead-in reads 'atha nitya-siddhāḥ—', 'now, the eternally-perfect ones.'

Jīva dissolves the compound 'nityānanda-guṇāḥ': it names devotees whose qualities are two things at once — eternal, and blissful in their very nature — and whose bodies as well are recognized by those same qualities.
जिनके गुण नित्य और आनन्द-स्वरूप हैं, तथा जिनकी देह उन्हीं गुणों से उपलक्षित होती है, वे (नित्य-सिद्ध कहलाते हैं)।
upalakṣaṇa = an indicating mark, not an essential attribute. 'The house with the crow on it' — the crow only helps you find the house, it is not part of it; likewise the eternal-blissful qualities point you to the body without being said here to constitute it. So Jīva keeps the accent on the guṇas, letting the body be indicated by them.
उपलक्षण अर्थात् पहचान का चिह्न, न कि स्वरूपगत धर्म। 'जिस घर पर कौआ बैठा है वह घर' — कौआ केवल घर पहचानने में सहायक है, घर का अंग नहीं; इसी प्रकार नित्य-आनन्दमय गुण देह की ओर संकेत करते हैं, यहाँ यह नहीं कहा गया कि वे देह का गठन करते हैं। इसलिए जीव बल गुणों पर ही रखते हैं, देह को उनसे केवल उपलक्षित होने देते हैं।

How can 'ātma-koṭi-guṇam' mean 'a million times more than self-love'? Because it is a madhya-pada-lopa compound — one where a middle word drops out. The full sense is ātma-[prema-]koṭi-guṇam, so the elided word 'prema' supplies 'love.'
