samprāpta-siddhayaḥthose who have attained perfectionजिन्होंने सिद्धि भली-भाँति प्राप्त कर ली है
samprāpta-siddhayaḥ — those who have attained perfection; dvidhā — are of two kinds; sādhanaiḥ — through their own practices; asya kṛpayā ca — and through his (the Lord's) mercy.
Those who have reached perfection (samprāpta-siddha) come in two kinds. Some reach it through their own practices (sādhana). Some reach it through his mercy (kṛpā). This line sets up the twofold division the next verse will illustrate.
This mūla line is Rūpa's own; it names the two classes of siddha. The verse that follows (L2–L5) is the quoted illustration of the first class.

There is a place — Vaikuṇṭha — that the devotees reach. And how do they reach it? By following the chief (ṛṣabha) of the unblinking gods. Viśvanātha names that chief as Nārāyaṇa.

These devotees stand above us. Their very character is something we should long for. And for them the yamas stay far away. Just what 'yama' means here Viśvanātha will read in two ways.

That love overwhelms them and brings tears. The trickle of tears sets their bodily hair on end. So their limbs are thrilled with ecstasy — this is the mark of the perfected devotee the verse holds up.

Viśvanātha unpacks the line. 'naḥ' means 'of us,' and Vaikuṇṭha lies high above us. That is the 'place which' the verse points to. The devotees — those whose character is worth craving — reach it. How? By following (anuvṛtti) Nārāyaṇa, whom he names as the chief (ṛṣabha) of the unblinking gods (animiṣa).

First reading. Viśvanātha takes 'yama' as Yama, the god of death: the devotees are those from whom Yama stays far off.

yama and niyama are the first two limbs of aṣṭāṅga-yoga — the outward restraints and observances. Viśvanātha offers this beside the s2 reading (Yama the death-god) and does not choose between them; both stand.
