pātraṁ — जिस पर अनुराग टिकता है, वह पात्र; loka-anurāgāṇāṁ — अपने लोगों के अनुराग का; rakta-lokaṁ — 'रक्त-लोक' (इस नाम से); vidur budhāḥ — बुधजन जानते हैं।
The wise call him "rakta-loka" — the one on whom all the people's love comes to rest. Put plainly: everyone is attached to him.
जो अपने लोगों के अनुराग का पात्र है — जिसके लोग उससे अनुरक्त रहते हैं — उसे बुधजन 'रक्त-लोक' कहकर जानते हैं।
This line is the lakṣaṇa (definition) of rakta-loka, "one whose people are attached," the 44th quality in this list of the hero's excellences; the verse that follows (L2-L5) is its udāharaṇa.

na kevalaṁ kṣaṇaḥ eva tādṛśaḥ bhavet — it is not only that a mere moment would become that long.

The point is not merely that a single moment would feel that long.

kintu — अपितु; yathā raviṁ vinā akṣṇoḥ mohaḥ bhavet — जैसे सूर्य के बिना नेत्रों को मोह हो जाता है; tathā eva tava (vinā) tvadīyānāṁ naḥ asmākaṁ (mohaḥ) bhavet — वैसे ही आपके बिना, आपके अपने जो हम हैं, हमको मोह हो जाता है; ity arthaḥ — ऐसा अर्थ है।
But the real point runs deeper. Read the comparison as a map: the sun is you, Kṛṣṇa; the eyes are we, your own people; and the bewilderment is our lost, sightless state when you are gone. Just as eyes without the sun are plunged into darkness, so we, who are yours, are plunged into darkness without you. Jīva and Viśvanātha spell out the verse's "naḥ" as asmākam — "us, your own people." This is what the verse means.
अपितु जैसे सूर्य के बिना नेत्रों को मोह (अन्धकारमय भ्रम) हो जाता है, वैसे ही आपके बिना, आपके अपने जो हम हैं, हमको भी वही मोह हो जाता है — ऐसा अर्थ है। (टीकाकार श्लोक के 'नः' को 'अस्माकम्' से खोलते हैं और 'त्वदीयानाम्' — 'हम जो आपके हैं' — जोड़कर स्पष्ट करते हैं।)
