O Bādarāyaṇa, your son was born a great devotee. This is Śukadeva, addressed to his father Vyāsa. The point set up here is what kind of devotion he already had, which the next line states.

Devotion to Viṣṇu is normally a goal you reach only through practice — the practices are the means, and the devotion is the end. But here, in your son, that same devotion arose without any means at all. It simply appeared in him while he was still in the womb. That is the wonder the verse points to.

He begins from the word "mahā-[bhāgavataḥ]." Devotion to Viṣṇu is a goal you aim at. Normally you reach it only by practicing some means. But here it arose without any means at all.
"महा" इत्यादि श्लोक की व्याख्या — श्रीविष्णु-भक्ति, जो साध्य है और साधन के द्वारा ही प्राप्त होती है, वह यहाँ साधनों के बिना ही उदित हो गई।
upeya (goal) vs upāya (means): the standard pair — upāya is the practice you do, upeya is the end it wins. The whole point is that here the upeya came without the upāya.
उपेय (लक्ष्य) और उपाय (साधन) — यह प्रसिद्ध युग्म है: उपाय वह अभ्यास है जो किया जाता है, उपेय वह फल है जो उससे मिलता है। यहाँ का सारा मर्म यही है कि उपेय बिना उपाय के आ गया।

So what caused it here? Two things are ruled out. The verse denies any other practice. And it never mentions the grace of a great devotee. That leaves only one cause: the Lord's own grace. That alone is what we are left with.
यहाँ किसी अन्य साधन का निषेध है और महात्माओं की कृपा का भी उल्लेख नहीं है — इसलिए (इस भक्ति के मूल में) भगवान् की कृपा ही प्राप्त होती है, ऐसा समझ में आता है।

And that grace is precisely hārda. Hārda is the grace that springs up from within the heart, not one given through anything outward.
और वह (भगवान् की कृपा) हार्द ही है — अर्थात् हृदय के भीतर से उठने वाली।
hārda: from hṛd (heart) — literally "of the heart." Here it names grace that awakens inwardly in the devotee's heart, as opposed to grace conveyed by seeing or hearing something outside.
हार्द शब्द हृद् (हृदय) से बना है — शाब्दिक अर्थ "हृदय का"। यहाँ यह उस कृपा को कहता है जो भक्त के हृदय में भीतर से जागती है, न कि जो बाहर किसी वस्तु के देखने या सुनने से मिलती है।

Here is the proof. Śuka had this devotion while he was still in the womb. It was a devotion made of remembering the Lord. A child in the womb cannot see the Lord, so it was not born of seeing. And it cannot hear teaching about him, so it was not born of hearing either. Both outward channels are closed.
क्योंकि गर्भ में रहते हुए ही उस शुक की जो भगवान् विषयक स्मरणमयी भक्ति उत्पन्न हुई, वह न तो दर्शन से जन्मी और न ही सुनने (वचन) से।

Therefore we conclude: this devotion was born of hārda alone, the grace that rises in the heart. All of this can be learned from the Brahma-vaivarta Purāṇa.
