That desire-following (kāmānugā) devotion comes in two kinds. The first is made of the longing to enjoy union with Kṛṣṇa oneself. The second has as its very essence the longing for a particular gopī's mood. So it is twofold.
वह [कामानुगा] दो प्रकार की होती है। एक वह जिसका स्वरूप कृष्ण के साथ मिलन की इच्छा से बना है, और दूसरी वह जिसका स्वभाव उन-उन भावों की इच्छा है।
kāma here is not lust in the ordinary sense; it names the amorous mood of the Vraja gopīs, taken up as one's own devotional aim.
यहाँ 'काम' का अर्थ साधारण विषय-वासना नहीं है। यह व्रज की गोपियों के प्रेममय शृंगार-भाव को कहता है, जिसे साधक अपने भक्ति-लक्ष्य के रूप में ग्रहण करता है।

Jīva takes the two terms in turn. The first, 'made of the desire for union,' should be understood as the desire-following devotion that is mostly one's own wish to enjoy Kṛṣṇa. Now the second: for whichever Vraja gopī is your own chosen ideal, she has her particular mood. You desire that very mood. When that desire is the impelling core of your devotion, that is the second kind. Jīva calls this one the principal desire-following devotion.
'सम्भोग की इच्छा से बनी हुई' को मुख्यतः काम के अनुसार चलनेवाली समझना चाहिए। और 'उन-उन भावों की इच्छा जिसका स्वरूप है' का अर्थ यह है — अपनी-अपनी अभीष्ट व्रज-देवी का जो-जो विशेष भाव है, उसमें जो इच्छा है, वही इच्छा जिसकी प्रेरक आत्मा हो, वह गोपी। इसे मुख्य कामानुगा जानना चाहिए।
mukhya vs gauṇa: 'mukhya' is the primary, literal sense — like calling a lion 'a lion'; 'gauṇa' is the secondary, derived sense — like calling a brave man 'a lion.' Here the gopī-mood-following kind is mukhya (the primary form of kāmānugā), and the enjoy-Kṛṣṇa-oneself kind is the lesser, more desire-like form.

Viśvanātha glosses the first term. 'Made of the desire for union' means: like one of the leading gopīs, one takes an independent stance and is driven by the wish for union with Kṛṣṇa oneself. On that footing one carries out the twofold practice (external and internal) that was described earlier. That is the meaning.
'सम्भोग की इच्छा से बनी हुई' का अर्थ यह है — यूथेश्वरी के समान स्वतन्त्रता से, श्रीकृष्ण के साथ सम्भोग की इच्छा से प्रेरित होकर, पहले कही गई दो प्रकार की क्रिया करनेवाली।
svātantrya ('independence') here marks the yūtheśvarī-type aspirant, who seeks union in her own right — contrasted below with the sakhī who serves another's union. It is a technical marker of which mood, not a fault.

Now the second term. For whichever Vraja beauty is your own chosen ideal, she has a mood — her particular mood toward Kṛṣṇa. Here the aim is the desire to taste that very mood. When that desire is the impelling core of the devotion, that is the second kind. Note the shift: not to enjoy Kṛṣṇa oneself, but to relish the gopī's own mood toward him.
'उन-उन भावों की इच्छा जिसका स्वरूप है' का अर्थ यह है — उस-उस अपनी अभीष्ट व्रज-सुन्दरी का जो भाव है, अर्थात् श्रीकृष्ण के विषय में वह विशेष भाव, उसके आस्वादन में जो इच्छा है, वही इच्छा जिसकी प्रेरक आत्मा हो, वह गोपी।
Compare Jīva's gloss of the same term: Jīva had 'the desire directed at that mood' (tatra yā icchā); Viśvanātha sharpens it to 'the desire to taste/relish that mood' (tasya āsvādane... icchā) — the aim is savoring her bhāva, not one's own union.
