Siddha-loka lies beyond tamas — beyond matter, beyond the dark. That is where the perfected sages dwell, sunk deep in the joy of brahman. And the daityas dwell there too — the demons whom Hari struck down.
सिद्धलोक तो तमस् के, अर्थात् प्रकृति के, पार है। वहीं सिद्धगण निवास करते हैं। वे ब्रह्मसुख में मग्न रहते हैं। और हरि के द्वारा मारे गए दैत्य भी वहीं (निवास करते हैं)।

tamas: in ordinary usage the 'darkness' or the lowest of the three guṇas; here the commentators read it as prakṛti, material nature as a whole — so 'beyond tamas' means 'beyond the entire material world.'
तमस् का साधारण अर्थ है 'अन्धकार' अथवा तीनों गुणों में सबसे निम्न गुण; परन्तु यहाँ टीकाकार इसे प्रकृति, अर्थात् समस्त भौतिक जगत्, मानते हैं — इसलिए 'तमस् के पार' का अर्थ है 'सम्पूर्ण भौतिक जगत् के परे'।

Here Rūpa is dealing with two groups. The proof for the first group he will give later, in the half-verse that begins 'nibhṛta-marut.' Because he is saving that one for later, he now gives the proof for the second group — and he introduces it with the words 'tathā ca' ('and likewise'). That is why this Brahmāṇḍa Purāṇa verse is quoted right here.
यहाँ पहले (कहे गए) का प्रमाण तो 'निभृत-मरुत्' इत्यादि आधे श्लोक से आगे कहा जाएगा। इसी अभिप्राय से (ग्रन्थकार ने) बाद वाले का प्रमाण 'तथा च' ऐसा कहकर बताया।
'former' and 'latter' point to two kinds of attainers the section is treating; Viśvanātha spells them out — those merged in brahman (proof deferred) versus those given a place in the Lord's realm (proved here).

Viśvanātha names the two groups plainly. The proof for those who dissolve into brahman — who merge into the impersonal absolute — will come later, in the half-śloka 'nibhṛta-marut.' Because he is holding that one back, he now gives the proof for the other group: those granted sālokya, a home in the Lord's own realm. He brings it in with 'tathā ca' ('and likewise'). This is why the Brahmāṇḍa Purāṇa verse stands here.

Viśvanātha finishes the sentence of the verse. The daityas too — the demons Hari slew — dwell in that same Siddha-loka, and they too are sunk in the joy of brahman. He supplies the verb 'dwell' for this second clause so the reader sees that both the sages and the daityas are said to live there in that same brahma-joy.
