The sage said that the goal reached by Kṛṣṇa's enemies and by his dear devotees is, as it were, one and the same. That holds true because Brahman and Kṛṣṇa are one. And the two are related like a sunray and the sun: Brahman is the ray, Kṛṣṇa is the sun.

This is Brahma-saṁhitā 5.40. The radiance of the all-powerful Lord spreads across millions upon millions of universes and takes shape as their countless worlds and opulences. That radiance is what is called Brahman: partless, endless, comprising everything. The point: Brahman is Govinda's effulgence, not a separate absolute.

The one Absolute is a single reality. But when he meets a certain kind of qualified devotee, he dawns as Bhagavān, in a form with full personal features. Because of that, there is “fullness” — the dense, concentrated aspect. This is Kṛṣṇa, the sun.

This also explains a famous puzzle. The ātmārāmas — sages already fulfilled in the self — are still drawn away by a quality of Bhagavān. Why? Because the Brahman they rest in is only his radiance. The fuller reality, Kṛṣṇa, naturally pulls them further. So their attraction makes perfect sense.
इसीलिए आत्माराम मुनियों का भी भगवान् के गुण के द्वारा आकर्षण होना घटित होता है (संभव बनता है)।
ātmārāma: 'one who takes pleasure in the self alone,' the liberated sage needing nothing outside. The point: even such a sage can be drawn on by Bhagavān's quality, since Brahman (his resting-place) is merely Kṛṣṇa's radiance.

Now Viśvanātha turns to the deeper truth — the second, headline reading of the verse. Yes, Brahman and Kṛṣṇa share one essence; there are not two natures. Even so, Kṛṣṇa is made of rasa, and his sweetness is greater. So compared with Brahman, Kṛṣṇa really does stand higher. This is the second layer the śloka points to: not just oneness, but Kṛṣṇa's superiority — the sun outshining its own ray.

Because Kṛṣṇa is sweeter than Brahman, one more thing follows on its own: his dear devotees rank higher even than his enemies. The enemies merge into Brahman; the devotees reach the sweeter Kṛṣṇa. The analogy: the sun and its own ray are non-different, yet the sun is clearly greater. Likewise Brahman and Kṛṣṇa are one, yet Kṛṣṇa is greater.
