adhikṛta: literally 'entitled, authorized, qualified.' Here it flags whoever/whatever is fit for pure devotion; the commentators disagree on exactly what it modifies (see below).
अधिकृत का शाब्दिक अर्थ है 'अधिकारी, योग्य, प्राधिकृत'। यहाँ यह उसे इंगित करता है जो शुद्ध भक्ति के लिए योग्य है; टीकाकारों में मतभेद है कि यह वस्तुतः किसका विशेषण है (आगे देखें)।

Earlier it was thoroughly refuted that the ritual duties are limbs of devotion. This covers all of them — the daily obligatory rites and everything of that kind. So their claim to be a part of bhakti was already knocked down. 'Even though' (api) points ahead: even after that, the point will be made once more.
यद्यपि नित्य आदि समस्त कर्मों का (भक्ति में) अंग होना भली-भाँति खण्डित किया जा चुका है, तो भी...
aṅga here = a subordinate limb or auxiliary that helps constitute the main practice. To deny karma is an aṅga of bhakti is to say ritual duty is no component of pure devotion.
यहाँ अंग का अर्थ है मुख्य साधना का सहायक या गौण घटक। कर्म को भक्ति का अंग मानने का निषेध करना यह कहना है कि विधिवत् कर्म शुद्ध भक्ति का कोई घटक नहीं।

The same refutation extends to knowledge — even spiritual knowledge (adhyātma-jñāna), not just worldly. And to renunciation as well. And that renunciation is called phalgu — paltry, worthless. The commentators read the word as phalguḥ, 'is paltry,' said of the renunciation. So renunciation, when treated as a limb of bhakti, is dismissed as insubstantial.
आध्यात्मिक ज्ञान का भी और वैराग्य का — जो फल्गु (सारहीन) है — (यही यहाँ पुनः खण्डित किया गया)।
phalgu: literally 'worthless, insubstantial' — like the Phalgu river, dry sand on the surface with water only hidden beneath. Here: renunciation propped up as a limb of bhakti looks like something but has no real value.
फल्गु का शाब्दिक अर्थ है 'तुच्छ, सारहीन' — फल्गु नदी की भाँति, जिसकी सतह पर सूखी रेत रहती है और जल केवल भीतर छिपा रहता है। यहाँ अभिप्राय है कि भक्ति के अंग रूप में खड़ा किया गया वैराग्य दिखता तो कुछ है, पर उसका वास्तविक मूल्य नहीं।

Jīva's key grammatical point: the word 'adhikṛtasya' (qualified) has to be construed with both words, not just one. Because of the 'ca' ('and') in the verse, 'qualified' hooks onto both bhakti and vairāgya. So read it twice — 'qualified devotion' and 'qualified renunciation.'

And he adds 'vairāgya-mātra' — renunciation as such, of any and every kind. So for Jīva, 'adhikṛta' here attaches to renunciation.
'अधिकृत' का अर्थ है — भक्ति-शास्त्र के अधिकार से व्याप्त वैराग्य, अर्थात् केवल वैराग्य-मात्र।
Note the disagreement: Jīva ties 'adhikṛta' to vairāgya (qualified renunciation); Viśvanātha below ties it to śuddha-bhakti (qualified pure devotion). Both are left standing — not harmonized.

Viśvanātha reads the verse out as one sentence. Take 'adhikṛta' (qualified) with pure devotion: pure devotion that is thus qualified and that one reaches through entitlement to the devotional scriptures. The 'definition already given' is the one built from qualifiers like 'not covered by knowledge, action, and the rest.' By that definition it was already established that all the ritual duties do not belong to bhakti as limbs. Even so, for the sake of clarity the same point is set aside once more, right here. (Note Viśvanātha attaches 'adhikṛta' to śuddha-bhakti, where Jīva attached it to vairāgya.)

The verse says the duties' 'aṅgatva' (limb-status) was 'su-nirasta' (well refuted); Viśvanātha restates this as their 'asaṅgatva… niraste' — their not-belonging having been settled. Both amount to the same conclusion: the ritual duties are no part of pure devotion.
श्लोक कहता है कि कर्मों का 'अंगत्व' (अंग होना) 'सुनिरस्त' (भली-भाँति खण्डित) हुआ; विश्वनाथ इसी को 'असंगत्व... निरस्ते' — उनका (अंग रूप में) असम्बन्ध निश्चित हो जाना — कहकर पुनः कहते हैं। दोनों का एक ही निष्कर्ष: विधि-कर्म शुद्ध भक्ति का अंश नहीं।

Viśvanātha fixes the sense of 'phalgunaḥ' on the renunciation. He widens the scope: not just improper renunciation, but renunciation taken as a whole class — both the suitable kind and the unsuitable kind. Even so, as a limb of bhakti it is 'phalgu' — paltry, of no real value. That is what the verse means.
वैराग्य का — युक्त और अयुक्त वैराग्य के सामान्य वर्ग की दृष्टि से — फल्गु (सारहीन) होना, ऐसा अर्थ है।
sāmānya vs viśeṣa = the general class vs a particular case. 'A bird' (the whole class) vs 'this crow' (one instance). Viśvanātha takes 'phalgu' at the class level: renunciation in general — fit or unfit alike — counts as paltry when set up as a limb of devotion, not merely some sub-type of it.
