Viśvanātha unpacks the verse's phrase 'in the house of Hari' (harer gehe). He reads it as 'for the sake of Hari's temple' (harer mandira-nimittam). So the point is not merely where the festival is held, but that it is held on account of, in honor of, the Lord's temple: whoever holds a great festival for Hari's temple.
जो व्यक्ति हरि के मन्दिर के निमित्त महोत्सव करता है।
nimitta: 'cause, occasion, motivating ground'. Viśvanātha swaps the mūla's plain locative gehe ('in the house') for a purposive nimitta ('for the sake of'), so the festival counts as devotional because it is done for the Lord's temple, not just physically inside it.
निमित्त अर्थात् 'कारण, अवसर, प्रेरक हेतु'। विश्वनाथ मूल के सादे सप्तमी 'गेहे' (घर में) को उद्देश्यवाची 'निमित्त' (के लिए) से बदल देते हैं, जिससे उत्सव इसलिए भक्ति गिना जाता है कि वह भगवान् के मन्दिर के लिए किया गया है, केवल उसके भीतर स्थित होकर नहीं।
