This line begins a list of the ways a person can engage with Mathurā. Each word is a feminine participle, describing Mathurā as the object. She is heard about; remembered; glorified in speech; longed for; looked upon; and gone to. The verb that ties them all together — "gives what is cherished" — comes in the next line. Note the order: it moves from the most distant contact (just hearing of her) toward closer and closer contact (finally going to her).
यह मथुरा — जब सुनी जाए, स्मरण की जाए, उसका कीर्तन हो, और जब चाही जाए, देखी जाए तथा उस तक जाया जाए।

The list finishes: Mathurā touched; taken shelter of; and served. Then comes the main statement of the verse. Mathurā is abhīṣṭa-dā — she gives people whatever they cherish. So whichever of these eleven ways a person engages her — from merely hearing of her, all the way up to serving her — Mathurā grants that person's dearest wish.

Rūpa Gosvāmī signs off the point. All of this, he says, is well known in the Purāṇas. He does not write it out in full here — and he tells us why: vistāra-bhiyā, "out of fear of prolixity," for fear of making the book too long. So he states the eleven ways briefly and points the reader to the Purāṇas for the rest.

The commentators now unpack the harder words of the verse, one at a time. "Seen" (prekṣitā) means caught sight of from a distance — you have not reached her yet, you only glimpse her from far off. "Gone to" (gatā) means the next step: you have arrived right up beside her. Notice the two are deliberately paired to mark the increasing closeness — first you see Mathurā from afar, then you actually reach her.

This is the closest form of engagement in the list. You do not merely take shelter in Mathurā; you actively do service for her, tending the sacred sites themselves.

Finally, the phrase "she gives what is cherished" (abhīṣṭa-dā) should be understood in this key: uttarottara-vaiśiṣṭyena, by an ever-rising excellence. The eleven acts are not a flat list — each one is greater than the one before, from merely hearing of Mathurā up to serving her. So too the gift she grants rises step by step: the closer and higher your engagement, the higher the cherished result she gives. That, the commentators say, is how the whole verse is to be read.
