He says out loud, with his own voice: "I am yours." And inwardly, in exactly the same way, he knows it to be true with his mind. So the surrender is first in speech and then in thought: what the mouth declares, the mind actually holds. This is the first half of a threefold self-offering (the body comes in the next line).

With his body he goes and takes shelter in the Lord's own abode. Living there, he rejoices — surrender is not gloomy but glad. This completes the picture: the one "come for refuge" (śaraṇāgata) has given all three — voice saying "I am yours," mind knowing it, and body dwelling at the Lord's shelter. That whole person is what the verse defines as the surrendered soul.
जो उसके स्थान का आश्रय लेकर शरीर से भी आनन्द पाता है — वही शरणागत है।
śaraṇāgata: literally "one who has arrived at [śaraṇa] shelter/refuge"; here it is the technical term for the soul who has performed śaraṇāpatti — full surrender in speech, mind, and body.
शरणागत का शाब्दिक अर्थ है 'जो शरण अर्थात् आश्रय को प्राप्त हो गया है'; यहाँ यह उस जीव का पारिभाषिक नाम है जिसने शरणापत्ति की है — वाणी, मन और शरीर, तीनों से पूर्ण आत्मसमर्पण।
