O sage, take any action a person performs. It may be an ordinary, worldly act, or it may be an act the Veda prescribes. Whatever it is — this is the first half of the rule, and the next line completes it.
हे मुनि! लौकिक हो अथवा वैदिक — जो भी क्रिया की जाती है।

Whoever wants devotion must do that action so that it helps the service of Hari. And only that way — it should serve his worship, not pull away from it. So the act itself does not change; the person seeking bhakti bends it toward Hari.
भक्ति चाहने वाले को वह क्रिया हरि की सेवा के अनुकूल ही करनी चाहिए।

bhakti — home sense across the traditions: loving devotion to God; here specifically service to Hari, and the whole rule is aimed at the person who wants it (bhaktim icchatā).
भक्ति — सब परम्पराओं में इसका मूल अर्थ है भगवान् के प्रति प्रेममयी सेवा; यहाँ विशेषतः हरि की सेवा, और यह सारा विधान उसी के लिए है जो भक्ति चाहता है (भक्तिम् इच्छता)।

Mukunda spells out the verse. The action must help the service of Hari — and only that. It must not be pointed at some goal apart from serving him. Then he stresses the reach of the rule: even an everyday act, even a Vedic rite, must be done with Hari's service as its very purpose. Nothing is left outside.
