mṛdu-śraddhasya — of one of soft faith; svalpā karma-adhikāritā — a slight eligibility for karma; kathitā — has been stated.
For a person of soft, unfirm faith, only a slight eligibility to perform prescribed karma has been stated. This is the premise the coming verse works from — its framing as a reported view arrives in the next line.
This half-line and the next together are cast as what 'some' say; Rūpa is reporting, not yet endorsing.

That slight karma, once it is offered to Hari, is dāsya — loving service to him. This, some teachers declare. The word 'some' (kaiścid) marks it as a reported position, not necessarily Rūpa's own.
dāsya: in ordinary Sanskrit 'slavery, servitude'; here it is a devotional term — one of the nine limbs of bhakti, personal service to the Lord (SB 7.5.23).

Take the two kinds of activity one at a time. For the latter kind there is no formal offering of karma, so it is not 'servitude' in the sense the verse means. Even so, it is still a limb of pure devotion — it does not need such an offering to count as bhakti.
Viśvanātha (below) identifies this 'latter' kind as japa, meditation (dhyāna), and deity-worship (arcana).

Viśvanātha identifies this 'former' kind as the prescribed duties of varṇa and āśrama (varṇāśrama-karma).

arpaṇaṁthat is, the mere act of offeringअर्थात् अर्पण (अर्पण मात्र)
dāsyamis what the verse here calls 'dāsya'[वही यहाँ] दास्य है
tena — by that word 'tat'; tasya arpitam — the offered state of that karma; arpaṇaṁ — i.e. the act of offering; dāsyam — is [what the verse calls] dāsya.
So, through the word 'tat' in 'tad-arpitaṁ,' the meaning is this: the offering of that karma — the plain act of offering it — is what the verse calls 'dāsya.' In other words, here 'dāsya' just means 'offering,' not the specific limb of servant-service.
Two senses of dāsya are in play. As the general act of offering (arpaṇa) it is like dedicating your whole day's work to the Lord — an umbrella gesture that can cover any activity. As the specific limb it is like a particular service such as sweeping the temple as his servant. Jīva reads the verse's 'dāsya' in the first, broad sense — mere offering — so that offered karma need not be devotion proper.

So then, in the earlier passage too, the real point is simply 'offering.' Whatever link such karma has to devotion is only that it is offered to Hari — nothing more is meant.

śravaṇa-kīrtanam ity ādau tu — but in the 'śravaṇa-kīrtana' passage; iti puṁsārpitā viṣṇau ity anena — by the words 'thus offered to Viṣṇu by a person'; dāsyād anyad arpaṇaṁ — an offering distinct from dāsya; pratīyate — is understood.
But there is a text where 'offering' and 'dāsya' are plainly two different things. In the ninefold-devotion passage ('śravaṇaṁ kīrtanaṁ viṣṇoḥ… arcanaṁ vandanaṁ dāsyam…'), dāsya is only one of the nine limbs. Then the following line, 'iti puṁsārpitā viṣṇau' — 'thus offered to Viṣṇu by a person' — names the offering (arpaṇa) that covers all nine. So there, arpaṇa is understood as something apart from the single limb dāsya. Jīva grants this to keep the two senses distinct.
Why cited: Adduced to show that in the ninefold-bhakti text (SB 7.5.23–24) the general 'offering' (puṁsārpitā = arpaṇa) is distinct from the specific limb dāsya — grounding Jīva's claim that these two senses must be kept apart.
