saṁsāra-sarpa-daṣṭa- — for the man bitten by the snake of saṁsāra; -naṣṭa-ceṣṭa- — whose power to act is gone; -eka-bheṣajam — [this mantra is] the one medicine.
The image is a snakebite. Saṁsāra — the round of birth and death — is the serpent, and its victim lies paralyzed, his powers of action destroyed by the venom. For that man, the verse says, there is exactly one medicine. The next line names it.
An udāharaṇa of nāma-śravaṇa, hearing the name — the first of the aṅgas taken up here; the lead-in cites the verse from the Gāruḍa [Purāṇa].

naraḥ — a man; kṛṣṇeti vaiṣṇavaṁ mantram — the Vaiṣṇava mantra 'Kṛṣṇa'; śrutvā — having heard it; muktaḥ bhavet — becomes free.
And the medicine is a sound. The Vaiṣṇava mantra — the name 'Kṛṣṇa' — heard, just heard, frees the man. The verse rests everything on śrutvā, 'having heard': the bitten man cannot act, but hearing is the one thing he can still do — and it is enough. That is why this verse illustrates hearing the name.
