Jīva first fixes the reach of the verse. Do not read "seated on the chariot" narrowly, as if only the Ratha-yātrā counted. That phrase is an upalakṣaṇa — an indicator — so it stands for festivals of the Lord in general; Ratha-yātrā is just the named example. Then he glosses "all": it means even dog-eaters, the lowest by birth. No one is excluded.

upalakṣaṇa vs viśeṣaṇa: a viśeṣaṇa is part of what the thing is — "the blue lotus" (the blueness genuinely qualifies the lotus). An upalakṣaṇa only helps you pick the thing out and then drops away — "the house with the crow on it" (once you find the house, the crow is irrelevant). Here "seated on the chariot" is an upalakṣaṇa: it flags a festival for you, but the benefit is not confined to chariot-festivals — any utsava-darśana of the Lord does the same.
उपलक्षण और विशेषण में अन्तर है। विशेषण वस्तु के स्वरूप का ही अंग होता है — जैसे 'नीलकमल' में नीलता वस्तुतः कमल का धर्म है। उपलक्षण केवल वस्तु को पहचानने में सहायक होता है और पहचान हो जाने पर छूट जाता है — जैसे 'जिस घर पर कौआ बैठा है वह घर'; घर मिल जाने पर कौए का कोई प्रयोजन नहीं रहता। यहाँ 'रथ पर विराजमान' उपलक्षण है — यह किसी उत्सव की ओर संकेतमात्र करता है, पर फल केवल रथोत्सव तक सीमित नहीं; भगवान् के किसी भी उत्सव-दर्शन से वही फल मिलता है।

Now Jīva refines the fruit. The verse said such people join the "host of the demigods." He glosses "demigods" as pārṣadas — the Lord's own personal associates. So the reward is not merely promotion to the ordinary heavenly gods; it is entry into the circle of Kṛṣṇa's eternal companions.

pārṣada: literally "one who is at the side," a member of the Lord's retinue. Here it upgrades "demigods" (devatā) from the generic celestials to the Lord's intimate associates — a higher and more personal destination.
पार्षद का शब्दार्थ है 'जो पास में रहता है' — भगवान् के परिकर का सदस्य। यहाँ यह 'देवता' को सामान्य स्वर्गवासी देवों से ऊपर उठाकर भगवान् के अन्तरंग पार्षदों तक पहुँचा देता है — एक उच्चतर और अधिक निजी गति।
